Mounds View EDA May 14, 2007
Regular Meeting Page 2

6. CONSENT AGENDA 46
47
None. 48
49
7. EDA BUSINESS 50
51
A. Resolution 07-EDA-232 Approving the Request for Qualifications (RFQ) for 52
the Premium Stop Redevelopment Project and to Authorize Distribution and 53
Publication of the RFQ 54
55
Economic Development Coordinator Backman explained that the Premium Stop location had 56
deteriorated to the point of becoming a nuisance and the EDA made steps to acquire the location. 57
He then explained that the Council authorized a market analysis and planning study to assist with 58
determining the best use for the site. 59
60
Economic Development Coordinator Backman explained that the City is considering an RFQ 61
process to consider a developer to redevelop the site. He then outlined the schedule for the RFQ 62
process. 63
64
Economic Development Coordinator Backman explained the different ways that the RFQ could 65
be advertised. 66
67
Commissioner Flaherty said that he likes the idea of looking at the City’s list of developers first 68
before advertising. 69
70
President Marty said that he is concerned about getting a few responses that the City may not like 71
and then losing the time. He then suggested doing some advertising because then the City could 72
get better response. 73
74
Economic Development Coordinator Backman suggested utilizing the email list to get the 75
information out but he is not sure of the costs for that type of advertising. 76
77
Commissioner Mueller said that advertising can be added to the purchase price and recovered so 78
she likes the idea of opening it up for advertising to see what may happen. 79
80
The EDA agreed to add a not to exceed amount of $1,200 for advertising. 81
82
Commissioner Flaherty said that with a list of 18 developers the City should get some interested 83
parties. He then asked to look into using webstreaming for advertisement. 84
85
Community Development Director Ericson said that Staff could look into the email blast listing 86
for advertising and the costs to do so. 87
