Mounds View EDA November 13, 2006 <br />Regular Meeting Page 3 <br /> <br />since there was a dump site close by she would not be willing to take ownership without the 88 <br />environmental review. 89 <br /> 90 <br />Commissioner Flaherty indicated that the previous report shows that this was basically a clean 91 <br />site and nothing has happened there since that would cause contamination. 92 <br /> 93 <br />Commissioner Thomas said that the previous review was preliminary and she feels that the City 94 <br />would not be doing its due diligence if the review is not done prior to the City accepting the 95 <br />property. 96 <br /> 97 <br />President Marty said that he is concerned because a citizen raised the concern to him about the 98 <br />property being a dump site. He further said that he thinks the environmental assessment is 99 <br />necessary to ensure that the City receives a clean site and does not incur the liability for a 100 <br />contaminated site. 101 <br /> 102 <br />President Marty indicated he thinks that $3,700 is a small amount to pay to ensure that the 103 <br />property is a clean site. He then said that the EDA talked about this property and he wonders 104 <br />why copies were sent to Bonestroo when the City knew this was a possible problem area because 105 <br />the City can order this done without paying Bonestroo to review it and order it done. He further 106 <br />asked why it is necessary to have this engineering firm look at the documentation. 107 <br /> 108 <br />Director Ericson indicated that the City Staff does not have the training or experience to analyze 109 <br />and determine what contamination may or may not be on the property in order to make a 110 <br />recommendation to the Council. He then said that the review was a minimal cost to pay for the 111 <br />expertise that they provided for the City. 112 <br /> 113 <br />City Administrator Ulrich indicated that he feels that it is important to enter the chain of title of 114 <br />the property with a guarantee that there is no contamination on the site. 115 <br /> 116 <br />MOTION/SECOND: Gunn/Thomas. To Waive the Reading and Approve Resolution 06-EDA-117 <br />225, Authorizing Supplemental Field Review and Analysis to Assess Environmental Conditions 118 <br />at 2696 County Road 10 Preparatory to Acceptance of Land Donation. 119 <br /> 120 <br />Vice President Stigney said that his issue is that this property should not be accepted at all 121 <br />because it costs money to determine if there is contamination and he does not think that the City 122 <br />should take the property off the tax roles and the City does not need this property for the trail to 123 <br />go through. He further said that he thinks this is a waste of taxpayer dollars. 124 <br /> 125 <br />Commissioner Flaherty said that the recommendation is that there is a low risk of contamination 126 <br />at the property but he thinks that the City will end up doing this again in the future if the City 127 <br />takes the property. 128 <br /> 129
