Mounds View EDA January 12, 2004 <br />Regular Meeting Page 3 <br /> <br />Commissioner Marty asked whether park dedication fees would be applicable. 88 <br /> 89 <br />Economic Development Coordinator Backman indicated that is usually a cost of the owner of the 90 <br />property but, in this case, the City owns the property. He then asked for feedback on the project. 91 <br /> 92 <br />President Linke indicated that he is disappointed that the developer could not bring the other 93 <br />property owners in but he feels that Plan C is a viable option. 94 <br /> 95 <br />Mr. Nordness indicated that both property owners have been very congenial but they have 96 <br />different perspectives of what their land is worth and what the developer can afford to pay. 97 <br /> 98 <br />Commissioner Quick asked if there would be an issue with water and sewer and storm sewer into 99 <br />a cul-de-sac. 100 <br /> 101 <br />Economic Development Coordinator Backman said he does not envision anything but said the 102 <br />water and sewer line go around the block so it could be accessed at a few different points but it 103 <br />makes sense to come from H2 as the land drains to the south. 104 <br /> 105 <br />Commissioner Quick said his main concern is looping water and asked whether the City 106 <br />Engineer looked at it. 107 <br /> 108 <br />Mr. Nordness indicated that water can be looped around the cul-de-sac road and out to H2. He 109 <br />then asked whether this plan is acceptable to the City. 110 <br /> 111 <br />Commissioner Quick indicated that this plan is not acceptable to him nor were the others as he 112 <br />does not feel this is the highest and best use of this property. 113 <br /> 114 <br />President Linke thanked them for their time. 115 <br /> 116 <br />Blaine Fyksen indicated he had talked to Mr. Backman and informed him that he met with 117 <br />another developer and wanted to make sure the City knows that he has a deal with another 118 <br />developer that is three times the amount these gentlemen offered him and he has an earnest 119 <br />money check in hand. He then said he is concerned and does not want the City to sell itself short. 120 <br /> He further commented that if this property is developed there would be other landowners that 121 <br />may be willing to sell. 122 <br /> 123 <br />8.
