EDA BUSINESS 53 <br /> 54 <br />A. Update regarding Pro Craft Homes and The Woods of Mounds View (Co. 55 <br />Road H2 Residential Project) 56 <br /> 57 <br />Economic Development Coordinator Backman indicated that Pro Craft Homes has entered into a 58 <br />purchase agreement for the Fyksen property and the project will now have 17 units as proposed 59 <br />on Plan B. 60 <br /> 61 <br />Coordinator Backman indicated that on June 9, 2003, the Mounds View City Council selected 62 <br />Pro Craft Homes as the developer of County Road H2 residential project, also referred to as The 63 <br />Woods of Mounds View. Subsequently, the City contracted with Stork Twin City Testing to 64 <br />undertake nine soil borings during the second half of June. The soils report results came back 65 <br />satisfactory. 66 <br /> 67 <br />On July 22, 2003 the City of Mounds View and Pro Craft Homes signed a pre-development 68 <br />agreement for the single-family residential project. The City processed and forwarded to Ramsey 69 <br />County a hold harmless form that allows the City to undertake soil testing and other engineering 70 <br />activities on the use-deeded property (Lot 36). Per the Pre-Development Agreement the 71 <br />developer reimbursed the City for the soil borings. 72 <br /> 73 <br />The developer hired Sunde Engineering to undertake a wetland delineation of the development 74 <br />area. Two type 2 wetlands were delineated (each being less than a tenth of an acre). The wetland 75 <br />delineation maps were presented to the City on September 17, 2003. 76 <br /> 77 <br />During the past five months Pro Craft conducted negotiations with the private landowners 78 <br />adjacent to the City’s property. On February 4, 2004 a purchase agreement was signed by the 79 <br />Fyksens and Pro Craft. Pro Craft wishes to move forward with the project based upon Concept 80 <br />Plan B. This necessitates the City acquisition of Lot 36 from Ramsey County. 81 <br /> 82 <br />During the past seven years the Mounds View EDA has acquired three parcels along County 83 <br />Road H2. In 1996, two tax-forfeited parcels were acquired at a cost of $44,324.90. In 2001, one 84 <br />parcel was acquired at a cost of $155,00. 85
