Mounds View EDA February 23, 2004 <br />Regular Meeting Page 3 <br /> <br /> 86 <br />The City has purchased and owns the property of 3016, the lot behind 3000 and lot 2946 along 87 <br />County Road H2. The lot between 3016 and 3000 is a tax-forfeited property with Ramsey 88 <br />County, and is controlled by the City through a use deed. The use deed specifies that it must be 89 <br />used for utilities and/or park purposes. The use deed does not allow the City to install a road or 90 <br />to have it developed for these homes. Therefore, to address the issue of public purpose and to 91 <br />control the area for appropriate development, Backman requested a purchase price for the 1.5 92 <br />acre lot. The City has received the calculation statement from Ramsey County with a total 93 <br />amount of $68,901.14. Given the central location of the lot to the proposed project, the results of 94 <br />the soil borings, and that the City has invested about $200,000 into acquiring the other adjacent 95 <br />lots, the acquisition of Lot 36 appears to be reasonable and prudent. 96 <br /> 97 <br />Coordinator Backman indicated that Staff recommends that the City approve the purchase and 98 <br />that matter will be heard during the upcoming Council meeting. 99 <br /> 100 <br />Gary Nordness handed out a drawing of the proposed development. 101 <br /> 102 <br />Mr. Nordness indicated that they have completed the topographical surveys and signed a contract 103 <br />with an engineering firm for laying out the infrastructure in preparation for the preliminary plat 104 <br />process. He then reviewed the plan with the Authority and indicated that they would like to 105 <br />retain as many trees on the property as is possible. He also indicated that they would like to 106 <br />retain the water within the boundaries of the project, if possible. 107 <br /> 108 <br />Mr. Nordness indicated that substantial fill will be necessary to bring the grade up in some areas 109 <br />and allow for the walk out lots. 110 <br /> 111 <br />Commissioner Marty asked where Lot 36 is located on the plat. 112 <br /> 113 <br />Coordinator Backman indicated that Lot 36 is located where the road comes in off of County 114 <br />Road H2. 115 <br /> 116 <br />Mr. Melcher indicated that they have a Parade of Homes model in White Bear Lake and have 117 <br />been directing those interested in homes in Mounds View to that model. He also indicated that 118 <br />he has received two deposit checks and talked to at least six more interested parties all of whom 119 <br />are current Mounds View residents wishing to upgrade their homes. 120 <br /> 121 <br />Mr. Nordness indicated that they are at $116,596.47 for costs to develop the lots and that will go 122 <br />up or down depending on the real costs of the public improvements. 123 <br /> 124 <br />Vice President Stigney asked whether the Resolution scheduled to be before Council should be 125 <br />heard by the Authority. 126 <br /> 127
