Mounds View EDA April 26, 2004 <br />Regular Meeting Page 2 <br /> <br /> <br />Economic Development Coordinator Backman indicated that the gas station is the only privately <br />owned property on the triangularly shaped block bounded by Bronson Drive, Edgewood Drive, <br />County Highway 10 and Long Lake Road. The City of Mounds View has a high concentration of <br />its public facilities located within this block. <br /> <br />Economic Development Coordinator Backman indicated that there are three reasons that the City <br />could consider acquiring this property. The first is that it could facilitate implementation of the <br />County Road 10 Redevelopment and Revitalization Plan. Secondly, acquisition could help <br />facilitate the commercial redevelopment of this visible corner lot. Third, acquisition of this <br />property could enable the City to expand the Public Works Shop for equipment storage, parking, <br />etc., and it might facilitate trails and other open space for pedestrians. <br /> <br />Economic Development Coordinator Backman indicated that Staff recommends that the City <br />undertake to have an appraisal to ascertain market values of the property. <br /> <br />Mayor Linke asked whether they look for gas leaks and potential costs for the City and whether <br />the City will get a hold harmless from the property owners. <br /> <br />Economic Development Coordinator Backman indicated he talked to Dave Olson and was told <br />that they received a clearance letter from the EPA in 2002. <br /> <br />Council Member Gunn asked who would pay for removal of the storage tanks. <br /> <br />Economic Development Coordinator Backman indicated that it could be point of negotiation <br />with the owner. <br /> <br />Council Member Marty asked whether they have paid the assessment that they owe the City. <br /> <br />Economic Development Coordinator Backman explained that the assessment was paid at the <br />time of sale but the attorney’s fees were not by error of the title company so they were certified to <br />the property taxes payable over five years and the first payment has been made. <br /> <br />Council Member Marty indicated that he would like the amount owed the City deducted from the <br />purchase price. <br /> <br />Finance Director Hansen indicated the sale of the property would require the clearing of any <br />assessments. <br /> <br />Council Member Stigney said he feels that rather than the City buying this outright he thinks the <br />City should assist whatever new developer wants to come in and improve it. He then said this is <br />a costly way to straighten out the road.
