The more complex grants applications can <br />involve as many as 40 staff hours. The more applications submitted, however, the cost <br />to the City would increase at a decreasing rate as some of the same information, <br />graphics, tables and other data could be “recycled.” Given the unknowns related to this <br />component and the critical nature of obtaining outside funding, we have estimated an <br />upper limit of $12,500.
