Item No: 8A <br />Meeting Date: April 9, 2001 <br />Type of Business: EDA-B <br /> <br />City of Mounds View Staff Report <br />To: Economic Development Authority <br />From: James Ericson, Community Development Director <br />Item Title/Subject: Discussion And Consideration Of EDA Resolution <br />01-EDA-145, A Resolution Authorizing The <br />Expenditure Of TIF Funds To Planning And <br />Transportation Consultant URS/BRW To Conduct <br />The Highway 10 Revitalization And <br />Reconstruction Study <br />Date of Report: April 4, 2001 <br /> <br />Background: <br /> <br />On March 26, 2001, The Mounds View City Council voted to award a contract to planning <br />and transportation consultant URS/BRW to conduct the Highway 10 Corridor <br />Revitalization and Reconstruction Study consistent with the request for proposals (RFP) <br />sent out by the City in December of 2000. <br /> <br />Discussion: <br /> <br />As discussed on March 26, 2001, of the six consultants who submitted proposals in <br />response to the RFP, three were interviewed and one firm was selected to be the <br />consultant to undertake this study—URS/BRW. <br /> <br />The base price of the study as indicated in their response was $75,000 although that <br />figure did not include funding for electronic communication and dissemination of <br />information via a weblink. In addition, the base fee did not include any costs associated <br />with grant-writing and more proactive involvement in the pursuit and acquisition of funding <br />sources to further the City’s ability to implement the final plan. <br /> <br />Staff met with Todd Halunen of URS/BRW who will be the project manager on this study, <br />and have come up with an estimate on the costs that were not included with the original <br />base bid price of $75,000. For electronic media communications, we have estimated that <br />no more than $7,500 would be spent through the duration of the project. Staff will make <br />an attempt to keep this cost component down by doing some of the updates “in-house” <br />rather than relying solely on the consultant. <br /> <br />The grant writing and funding acquisition assistance component was more difficult to <br />estimate as the cost directly relates to the number of grants available to which are <br />applied. Generally speaking, they assume $80 to $90 per hour staff cost, the number of <br />hours relating more to the complexity of the funding source application. Some are
