JUL-15-96 MON 16:05 CITY OF CRYSTAL FAX Na 6125370944 P, 06/08 MEMORANDUM411 DATE: October 26 , 1994 TO: Crystal Economic Development Authority FROM: Mark Hoffmann, Chair Crystal Economic Development Authority Advisory Commission RE: Role and Function of Commission The Economic Development Authority Advisory Commission (EDAAC) is concerned about its utility to the EDA and effectiveness as an advisory commission. Because of its membership, which includes representatives of the business community, the Commission can offer valuable advice to the EDA on redevelopment and economic development matters. The EDAAC also has the time, since it is not concerned with the general operation of the city, to spend more time deliberating the course of economic development in Crystal. 111 The EDAAC has concluded that the appropriate place for the powers of the EDA is 'as it is now constituted. It is appropriate to have the responsibility and accountability in the hands of elected officials -- the City Council. The EDAAC has drafted revised responsibilities to offer more direction for the Commission. The EDAAC would like to spend some time at the November 9 work session with the EDA reviewing changes to how the EDAAc functions. Generally, these changes are: 1. The Commission will review development and redevelopment projects in which the EDA participates. A draft of the review process for such projects is attached. 2. The commission will continue to be responsible for completing the requirements of the Star City program. 3 . To maintain communication with the EDA, the Commission will meet annually with the EDA and at other times as needed. 4 . Beyond the annual meetings, the Commission will meet only on an as-needed basis to review any projects or respond to requests from the EDA.
