Because of its <br /> membership, which includes representatives of the <br /> business community, the Commission can offer valuable <br /> advice to the EDA on redevelopment and economic <br /> development matters. The EDAAC also has the time, since <br /> it is not concerned with the general operation of the <br /> city, to spend more time deliberating the course of <br /> economic development in Crystal. <br /> 111 <br /> The EDAAC has concluded that the appropriate place for <br /> the powers of the EDA is 'as it is now constituted. It is <br /> appropriate to have the responsibility and accountability <br /> in the hands of elected officials -- the City Council. <br /> The EDAAC has drafted revised responsibilities to offer <br /> more direction for the Commission. <br /> The EDAAC would like to spend some time at the November 9 <br /> work session with the EDA reviewing changes to how the <br /> EDAAc functions. Generally, these changes are: <br /> 1. The Commission will review development and <br /> redevelopment projects in which the EDA participates. A <br /> draft of the review process for such projects is <br /> attached. <br /> 2. The commission will continue to be responsible <br /> for completing the requirements of the Star City program. <br /> 3 . To maintain communication with the EDA, the <br /> Commission will meet annually with the EDA and at other <br /> times as needed. <br /> 4 . Beyond the annual meetings, the Commission will <br /> meet only on an as-needed basis to review any projects or <br /> respond to requests from the EDA. <br />
