Item No. 10I
Meeting Date: November 22, 2004
Type of Business: CB
WK: Work Session; PH: Public Hearing;
CA: Consent Agenda; CB: Council Business
City Administrator Review _______
City of Mounds View Staff Report

To: Honorable Mayor and City Council
From: Greg Lee, Director of Public Works

Item Title/Subject: Resolution 6399 Approving a Contract Award for
Work Associated with the County Road 10
Redevelopment and Revitalization Project

Background:
On August 26, 2002, the City Council approved resolution No. 5824 adopting the
County Road 10 Redevelopment Project Plans as prepared by URS. The City
Council recently named the development of this project as a strategic goal on the
City Council Priority List for 2004.

On January 5, 2004, Staff introduced the development of an implementation plan
for the County Road 10 Redevelopment and Revitalization Project. There was
little discussion on this topic, as City Council members were not provided the
original report and background information.

On May 3, 2004 a presentation on the County Road 10 Redevelopment Project
Plans was given by Todd Halunem of URS. Following the presentation, City
Council directed Staff to prepare a staff report that would authorize the
development of a Request For Proposal (RFP).

While the overall corridor plan for County Road 10 has been developed, the
details on how to implement it have yet to be determined. Given the complexities
of such a plan and the expertise needed in developing the implementation plan,
Staff is recommending that the City send out a request for proposal (RFP) to
solicit help in developing it.

On May 10, 2004 the City Council approved Resolution 6178 authorizing the
development of a Request For Proposal (RFP) for work associated with the
implementation of the County Road 10 Redevelopment and Revitalization Plan.

On September 27, 2004 the City Council approved Resolution 6357 authorizing
the publication of a Request For Proposal (RFP) for Work Associated with the
County Road 10 Redevelopment and Revitalization. The Request For Proposal
(RFP) was published and directly mailed to those firms within the City’s pool of
consultants.
