Item No: 10D <br />Meeting Date: November 22, 2004 <br />Type of Business: Council Business <br />Administrator Review: _________ <br />City of Mounds View Staff Report <br />To: Mounds View City Council <br />From: Kristin Prososki, Planning Associate <br />Item Title/Subject: Consideration of a Request to Amend the Approved Site Plan <br />for the CVS Pharmacy Development Located at 2800 County <br />Road 10 <br /> <br /> <br />Introduction: <br /> <br />On May 24, 2004, the City Council approved Resolution 6270, which approved the proposed <br />site plan, dated May 20, 2004, for the CVS Pharmacy development located at 2800 County <br />Road 10. The Velmeir Companies, represented by Jim LaValle, has submitted a proposal, at <br />the request of Rick Perrozi, to amend the approved site plan. Mr. Perrozi, representing the <br />owners of the Pak building, would like to change the location of the perimeter curb. <br /> <br /> <br />Discussion: <br /> <br />The site plan that was approved by Council on May 24, 2004 (attached) shows the curb line <br />to the west of the CVS building as running parallel to the Pak building and being set back five <br />feet from the Pak building. The intent of placing the curbing in that location was to allow <br />ninety degree parking along the east side of the Pak building. The curbing was placed from <br />the access point on County Road 10 all the way to the south side of the Pak building. When <br />the site plan was discussed by the Planning Commission and City Council last spring, both <br />bodies agreed that they wanted to leave a solid curb along the Pak building and not allow for <br />a curb cut to the north of the Pak building at that time. The City Council and the Planning <br />Commission both felt it was important to prevent potential thru traffic between ABC Liquor <br />and CVS Pharmacy. The Council and the Commission did not want vehicles to be able to <br />cut through the Pak building parking lot to get to CVS, but instead wanted traffic to use the <br />appropriate access from County Road 10. Both the Council and the Planning Commission <br />agreed that when the Pak building was redeveloped, they would consider a joint access <br />during the development review. If perimeter curbing were installed at the Pak building site as <br />part of a redevelopment or revitalization, it would stop traffic from cutting through the area. <br /> <br />On August 23, 2004, The Velmeir Companies approached City Staff requesting a change in <br />the site plan. The property owner of the Pak building no longer wanted a shared parking lot <br />with CVS. Staff administratively granted a site plan change that moved the curb line to the <br />shared property line, but still continued the curb to the Pak building. The Staff approved <br />change is attached. Although it was a site plan change, it still met the intent of preventing <br />thru traffic, which both the Council and the Planning Commission made clear was important.
