CVS Site Plan Amendment Report <br />November 22, 2004 <br />Page 2 <br /> <br /> <br />On November 17, 2004, Staff received another request for a site plan amendment, this time <br />to open the perimeter curbing to allow for traffic to be able to access the front of the Pak <br />building. Staff felt this differed too much from the original plan approved by the Council and <br />informed the applicant that they must seek Council approval. The proposed site plan is <br />attached for Council review. The curbing in the proposed site plan goes south to the edge of <br />the Pak building and then returns to County Road 10. Mr. Perrozi has been informed of the <br />Council’s desire to stop thru traffic and has offered to place an obstruction made of concrete- <br />filled pipes between the Pak building and ABC Liquor/Simon’s Sports Shop in order to <br />prevent vehicles from driving through. <br /> <br />This proposal was not formally presented to the Planning Commission, but it was discussed <br />at the last meeting. The Planning Commission remains opposed to allowing the curb <br />opening. <br /> <br /> <br />Recommendation: <br /> <br />Discuss the requested site plan amendment. The Council can take one of the following <br />actions related to the request: <br /> <br />1. Deny the requested amendment. To do so, the Council would vote to approve <br />Resolution 6400, a resolution denying the site plan amendment. Resolution 6400 is <br />attached if the Council selects this option. <br /> <br />2. Approve the requested amendment. If the Council selects this option, it might be <br />appropriate to consider placing a time frame for an upgrade to the Pak building parking <br />lot. An upgrade would include perimeter curbing, which would prevent potential traffic <br />from entering the Pak building and CVS Pharmacy sites from ABC Liquors and Simon’s <br />Sports Shop. Staff will return at the next meeting with a resolution of approval if this is <br />the option selected by the Council. <br /> <br />3. Table the request. If additional information is needed before a decision can be rendered <br />or if more discussion is needed, the Council can simply move to table the request until <br />such information has been provided. <br /> <br /> <br />Staff feels that using concrete-filled pipes is a just temporary solution to preventing thru <br />traffic. Concrete-filled pipes or any other type of temporary barrier would most likely not be <br />aesthetically pleasing. As the City is working towards the County Road 10 Redevelopment <br />project, it may be best to look towards a permanent improvement at the Pak building site. <br /> <br /> <br /> <br /> <br />
