Item No: 10M
Meeting Date: December 13, 2004
Type of Business: Council Business
Administrator Review: _________
City of Mounds View Staff Report
To: Honorable Mayor and City Council
From: Kurt Ulrich, City Administrator

Item Title/Subject: Consideration of Resolution 6415, a Resolution Approving a
Contract for Decision Services to conduct a Community
Survey for the City of Mounds View

On the November 1, 2004 Work Session, City Council advised Staff to move
forward with the Community Survey. On December 13, 2004, Staff was sent a
project proposal and a contract from Decision Resources, Ltd. Attached are the
Project Proposal and Contract Agreement. The City Attorney has reviewed the
proposal and contract, and sent Staff an e-mail outlining his concerns and
suggested revisions (attached). According to the agreement, this survey will cost
$10,200.00.

Decision Resources, Ltd., has indicated that they need a contract executed prior to
beginning work on the project. Not approving or delaying approval of the contract
is an option. However, if information is desired by the Council prior to, or
concurrent with, making decisions regarding the golf course, then contract
approval is recommended now.

Recommendation:

Staff recommends changing the contract per City Attorney suggestions, and pass
Resolution 6415 approving the contract pending these changes.
