Mounds View City Council November 22, 2004 <br />Regular Meeting Page 9 <br /> <br />G. Special Election Discussion 1 <br />(1) Discuss the option of Special Election versus appointment for filling of 2 <br />a vacant Council seat (City Charter vs. State Statute) 3 <br /> 4 <br />City Attorney Riggs stated the City Charter does require a special election to fill a vacancy, so he 5 <br />believes the recommendation for an election is appropriate at this time. 6 <br /> 7 <br />Acting Mayor Marty stated that they already had it set up for a special election, so he didn’t think 8 <br />there needed to be any further discussion on this item. 9 <br /> 10 <br />(2) Discuss the possibility of City Council to put a question on the Ballot 11 <br />for the Special Election. 12 <br /> 13 <br />Deseree Crane stated that if they wanted to put a question on the special election, it needed to be 14 <br />submitted to the County Auditor no later than December 10th, and it needed to be authorized by 15 <br />the City Attorney. 16 <br /> 17 <br />Councilmember Quick stated that they were missing one member of the Council tonight, so he 18 <br />didn’t feel they should put any questions on at this point. 19 <br /> 20 <br />Councilmember Stigney stated he didn’t think so either, especially if it boils down to one 21 <br />question. 22 <br /> 23 <br />Councilmember Gunn stated that she agreed that there was not enough time to work on it. 24 <br /> 25 <br />Councilmember Stigney stated that there was not enough turnout anyway. 26 <br /> 27 <br />Councilmember Quick stated that it wouldn’t be an accurate sampling. 28 <br /> 29 <br />Jonathan Thomas, 8040 Groveland Road, stated that questions would actually have to be separate 30 <br />ballots. 31 <br /> 32 <br />Acting Mayor Marty stated that they had a consensus to not have a special question on the ballot. 33 <br /> 34 <br />H. Resolution 6392 Authorizing a Step Increase for Kristin Prososki, Planning 35 <br />Associate 36 <br /> 37 <br />MOTION/SECOND: Quick/Stigney. To Approve Resolution 6392 Authorizing a Step Increase 38 <br />for Kristin Prososki, Planning Associate. 39 <br /> 40 <br />Councilmember Stigney read the Resolution aloud. 41 <br /> 42 <br />Councilmember Stigney stated he had watched Ms. Prososki at many Planning Commission 43 <br />meetings, and she is a very excellent and diligent employee. 44 <br /> 45
