8 <br />On October 25, 2004, the City Council approved Resolution 6383 approving and authorizing the <br />execution of a Letter Agreement with TKDA for the Groveland Park Building Replacement Project <br />in the amount of $19,600. <br /> <br />City Staff has met on site with TKDA’s architect and project engineer to discuss design issues. <br />There are slight changes to the Hillview plan recommended for this project. These changes will <br />increase the efficiency and utility of this building. TKDA wil be surveying the site during the week <br />of December 6, 2004 and will have draft plans completed by the end of that week. These draft <br />plans will be presented to the Parks and Recreation Commissioners on December 16, 2004 for <br />review and comment. A complete proposal, including cost estimates, will be presented to the City <br />Council early in 2005. At that time, the City Council will be presented the opportunity to revise the <br />plans, approve the plans and solicit bids, or reject the project. <br /> <br /> <br />WELL NO 3 & 5 REHABILITATION PROJECT <br />The City established a maintenance program whereby the wells would be evaluated and <br />rehabilitated on a seven-year cycle. A longer period of eleven years was tried; however, it was <br />discovered that this period was too long to identify minor problems and correct them before they <br />became major replacements. Wells Number 3 and 5 were last rehabilitated in 1997. Based on the <br />seven-year evaluation schedule, they are therefore due for rehabilitation this year. <br /> <br />The 2004 adopted budget has a total of $60,000 for well inspection and preventative <br />maintenance. Typically, the amount needed to rehabilitate each well is $30,000. Past practice has <br />been to rehabilitate two wells per contract. Economy of scale is realized due to the reduced cost <br />of administrating two separate projects. A larger project also improves the possibility of receiving <br />favorable bids. <br /> <br />Bids for the 2004 Well Rehabilitation Project were received at 10:00 a.m. on Wednesday, <br />November 17, 2004 at City Hall. A total of three (3) bids were received for this project. The low <br />bid of $44,893.80 was submitted by E.H. Renner & Sons of Elk River Minnesota. <br /> <br />On November 22, 2004, the City Council approved Resolution 6398 approving a contract award <br />for the 2004 Well Rehabilitation Project. A preconstruction meeting was held on December 6, <br />2004 with E.H. Renner & Sons. Work on this project will commence at the end of December <br />2004. <br /> <br /> <br />GROUND WATER RESERVOIR (2.0 MG) CLEANING AND INSPECTION PROJECT 2.0 MG <br />The two million gallon ground reservoir was drained, cleaned and inspected during the week of <br />April 12t.h. Spring was selected as the season for performing this work since water demand is <br />relatively low. Over time sediment and debris collects in the reservoir. The reservoir was last <br />cleaned in 1992. City Staff performed this work as a cost saving measure (as opposed to <br />contracting). <br /> <br /> <br />SANITARY SEWER ILLICIT CONNECTION INSPECTION PROGRAM <br />In August of 2004, the City began inspecting the plumbing of single-family residential homes to <br />ensure that only proper connections are made to the sanitary sewer system.
