14
ADDITIONAL UPDATES

LONG-RANGE STREET MAJOR MAINTENANCE PLAN
The Public Works Department has developed a long-range street major maintenance plan. A
draft plan was presented to the City Council on October 4, 2004. This draft plan indicated, by year
for the next five years, streets that would be targeted for the application of a street major
maintenance. The City Council directed Staff to also provide a revised plan that shows an
accelerated program along with the financial impacts to the City. The original draft plan and the
accelerated program, along with their financial impacts, will be presented to the City Council in
early 2005.

INFORMATION SYSTEMS
The fiber optic line to the Public Works Garage was replaced on December 2, 2004, due to a
break in the line. This fiber optic line passes all network traffic to and from the garage. The cause
for the break was not known until the fiber was removed. A mouse had chewed through all but
one pair of fiber optic lines. As preventative action, the conduit was sealed at all points to avoid
this in the future. Also, the replacement fiber optic line was rated for an underground application -
the original line was not.

Staff has also replaced two (2) six year old network switches. The City now has half of its
switches upgraded with more recent technology. The new switch technology allows for network
traffic speeds to be greatly increased for the sixty (60) plus computers Staff manages.

DATA ENTRY POSITION
On June 14, 2004, the City Council approved Resolution 6280 approving a temporary Data Entry
Position. The purpose of this position was to assist the City in entering the necessary data to
develop a database on all commercial and industrial property within the City. This database could
be used for the Finance Billing Database, organizing plans and records, and assigning the Storm
Water Utility Charge. This existence of this database will simplify many operations and represents
an overall cost savings.

The City hired Paul Sandell, a City resident, to perform this task. Mr. Sandell has done a great job
and has exceeded all expectations. It is anticipated that the database will be fully completed by
mid December.

SKATE PARK PROJECT
On January 22, 2004 the Park and Recreation Commissioners discussed the installation of a
Skate Park at their meeting. The Commissioners decided, and made a motion, not to consider or
discuss the installation of a skate park until 2005. If a Skate park was recommended by the
Commission and approved by the City Council the earliest date that it could be open is spring
2006.

COUNTY ROAD H PATHWAY – FROM OLD HIGHWAY 8 TO EDGEWOOD DRIVE
This project was completed in the fall of 2002. The City will be reimbursed by the Ramsey County
Parks Department at which time the County would have constructed the pathway. This is
estimated to be 2006 or 2007. Staff will continue to work with the Ramsey County Parks
Department to ensure payment is made.
