13 <br />SPRING CREEK REGIONAL WATER QUALITY POND <br />On May 24, 2004, the City Council approved Resolution 6266 authorizing the preparation of a <br />preliminary feasibility report and consultant selection for the construction of the Spring Creek <br />Regional Sedimentation Pond to be located south of Woodale Drive. <br /> <br />The City’s Capital Improvement Program had the creation of a feasibility report for a regional <br />sedimentation pond to be located south of Woodale Drive scheduled for 2004. The adopted 2004 <br />Budget had allocated in the Storm Water fund $15,000.00 for a feasibility report for the creation of <br />this sedimentation pond. <br /> <br />As part of the permit for the 2003 Street Improvement Project, the Rice Creek Watershed District <br />required a letter from the City “stating its intent to enhance water quality treatment for this area <br />and outlining specifics on the future regional practice mentioned for the Spring Lake Road trunk <br />storm sewer system“. What the Watershed was looking for is written commitment from the City to <br />perform regional storm water treatment. <br /> <br />With the City intending to perform another Street Major Maintenance Project in 2005 and given <br />that the neighborhood streets proposed to be included in the 2005 project are located in the same <br />are as the Spring Creek Regional Sedimentation Pond, it is certain that the Watershed will require <br />that this pond be constructed with the 2005 Street Project. <br /> <br />Work on the feasibility report has begun. Data collection was initiated in November. On <br />November 17, 2004 a notice was sent out to all properties in this area. <br /> <br /> <br />PROGRAM AVENUE / COUNTY ROAD H2 CURVE ANALYSIS <br />On October 11, 2004 the City Council approved Resolution 6369 approving and authorizing the <br />execution of a Letter Agreement with BRAA for the investigation and development of vehicle <br />safety measures at Program Avenue and County Road H2 Curve. BRAA is working on a report <br />that will provide recommendations of measures that can be taken to make that curve safer. A <br />draft of the report will be submitted in early 2005. <br /> <br /> <br />WELL NUMBER 4 REHABILITATION <br />Well Number 4 has been out of service since 1992, due to water quality issues. It is located at the <br />southeast corner of Edgewood Drive and Hillview Road. The cost and issues of making it <br />operational are being studied by the engineering firm of Short, Elliot, Hendrickson Inc. (SEH). A <br />water quality analysis of the water contained within the aquifer from which Well Number 4 pumps <br />was performed. The tests indicated that the contaminants can be effectively treated at Treatment <br />Plant No. 1. <br /> <br />A draft feasibility report, including cost estimates to bring Well No. 4 on line, will be submitted to <br />the City in early 2005. Staff will present the draft report to City Council and seek direction for <br />further action. The City’s Capital Improvement Program has this listed as a potential project in <br />2008. However, based on the data contained within the draft feasibility report, that schedule <br />status may change or the project could be eliminated if it was determined that it was not cost <br />effective and in the City’s best interest. <br /> <br /> <br /> <br /> <br /> <br />
