Mounds View City Council January 27, 2003 <br />Regular Meeting Page 12 <br /> <br />Council Member Stigney indicated he did not think the equipment would handle what Mr. 1 <br />Bradley was asking for and asked that the contractor verify in writing that the system to be 2 <br />installed will do what Mr. Bradley has proposed. 3 <br /> 4 <br />MOTION/SECOND: Marty/Stigney. To Table Resolution 5927 for Further Information. 5 <br /> 6 <br /> Ayes – 5 Nays – 0 Motion carried. 7 <br /> 8 <br />G. Finance Department Quarterly Report 9 <br /> 10 <br />Mayor Linke indicated there was a lot of information in the report and said he would need more 11 <br />time to review it before asking questions. 12 <br /> 13 <br />Council Member Marty indicated that if MSA reimbursement had not been sought he would like 14 <br />to ask Staff to do so. 15 <br /> 16 <br />Finance Director Hansen indicated that the fund had a positive balance at the end of 1999 but 17 <br />reimbursements have not been sought in recent years and the account will have a cash deficit. He 18 <br />then indicated that Staff has been working with SEH in an attempt to seek reimbursement. 19 <br /> 20 <br />Mayor Linke commented that he feels SEH should be told that unless they begin seeking 21 <br />reimbursements payments to them would be withheld. 22 <br /> 23 <br />Public Works Director Lee indicated he related that information to them. 24 <br /> 25 <br />Council Member Marty commented he wants the reimbursement sought immediately so that the 26 <br />funds are not lost with the current state budget issues. 27 <br /> 28 <br />Finance Director Hansen indicated the financial report for year-end is very preliminary and more 29 <br />numbers will be coming in. He then said that it appears there will be a surplus in the general 30 <br />fund to be used toward offsetting the proposed cuts to cities. 31 <br /> 32 <br />Finance Director Hansen indicated the City needed to work on a long range financial plan and 33 <br />said that Bob Thistle of Springsted has offered to come and make presentations on the issuance 34 <br />of debt and long range financial planning. He then indicated that the presentations would be 35 <br />about an hour and a half long. 36 <br /> 37 <br />Council asked Staff to schedule the presentations on a night with a light agenda. 38 <br /> 39 <br />Council Member Marty pointed out that the amount actually paid for City Council salaries was 40 <br />higher than what was budgeted and asked why. 41 <br /> 42 <br />Finance Director Hansen indicated he would need to conduct some research into the matter as it 43 <br />appears that something was inappropriately charged to the account. 44 <br /> 45
