Mounds View City Council January 27, 2003 <br />Regular Meeting Page 13 <br /> <br />Mayor Linke asked for the last four years worth of five-year capital improvement plans to use as 1 <br />a guide to start the process. 2 <br /> 3 <br />Finance Director Hansen indicated he would need to go back a few years as the last few years 4 <br />there was a fairly limited plan for capital outlay and not a full-fledged financial plan. 5 <br /> 6 <br />Finance Director Hansen asked whether Council would like to begin work on the long range 7 <br />financial plan in February or March. 8 <br /> 9 <br />Mayor Linke requested that it be pushed back until April to allow time for the hiring of a new 10 <br />City Administrator. 11 <br /> 12 <br />Council Member Stigney pointed out that the YMCA is $160,000 over revenue and asked if 13 <br />anyone had talked to the YMCA about this or if that would happen at the upcoming YMCA 14 <br />meeting. 15 <br /> 16 <br />Finance Director Hansen explained that the transfer from the general fund to the Community 17 <br />Center had not yet been done so the revenues would get better but said there would still be a 18 <br />negative net operation. He then said that he had not attempted to discuss the matter with the 19 <br />YMCA as he felt it best to leave that up to the Committees. 20 <br /> 21 <br />Council Member Stigney asked if there would be new figures prior to the meeting with the 22 <br />director. 23 <br /> 24 <br />Finance Director Hansen indicated he did not anticipate that he would be producing this report 25 <br />with updated numbers until some time in March and that would be after the meeting with the 26 <br />YMCA. 27 <br /> 28 <br />9. REPORTS 29 <br /> 30 <br />Public Works Director Lee reported that the Park and Recreation Committee met and made a 31 <br />motion to vacate seat number 2 as the person occupying the seat has not attended a meeting in at 32 <br />least 13 months. 33 <br /> 34 <br />MOTION/SECOND: Marty/Gunn. To Accept the Vacancy. 35 <br /> 36 <br /> Ayes – 5 Nays – 0 Motion carried. 37 <br /> 38 <br />Council Member Stigney indicated there is still an opening on the Cable Commission. 39 <br /> 40 <br />Mayor Linke indicated he would make his recommendations for all vacant commissions at the 41 <br />first meeting in February. 42 <br /> 43 <br />Council Member Gunn had no report. 44 <br /> 45
