Mounds View City Council February 10, 2003 <br />Regular Meeting Page 16 <br /> <br />one the Council Members could talk to another Council Member or it would be a violation of the open 1 <br />meeting law. He then said it may be justified in certain circumstances but he felt he was in the dark as to 2 <br />what was discussed. 3 <br /> 4 <br />Council Member Stigney indicated the City Administrator could be directed to bring that information to 5 <br />Council in the form of an update to keep Council informed. 6 <br /> 7 <br />Mayor Linke indicated the personnel policy has a very strict process for handling personnel problems 8 <br />and asked whether tha t policy was corrected to interject this Committee. 9 <br /> 10 <br />Interim City Administrator Ericson indicated that Public Works Director Lee had said that the personnel 11 <br />policy was not amended to add the Committee. 12 <br /> 13 <br />Mayor Linke commented that use of the Committee is in violation of the personnel policy as there are 14 <br />certain steps to be taken. 15 <br /> 16 <br />City Attorney Riggs indicated he did not think that there is an overlap as the Committee was dealing 17 <br />more with issues of initial review of policy and how to change certain job descriptions and not things that 18 <br />are specifically covered under the personnel policy. 19 <br /> 20 <br />Mayor Linke asked whether the Committee dealt with specific employees. 21 <br /> 22 <br />City Attorney Riggs indicated that the Committee did not deal with specific employees because the Cit y 23 <br />has provisions in the personnel policy that would deal with that. 24 <br /> 25 <br />Mayor Linke indicated he feels this is something that the Administrator and the department heads should 26 <br />be doing. 27 <br /> 28 <br />Council Member Gunn asked how often the Committee met. 29 <br /> 30 <br />Council Member Stigney indicated it was not very often. 31 <br /> 32 <br />Council Member Quick indicated that, at one time, there were meetings fairly regularly. 33 <br /> 34 <br />MOTION/SECOND: Stigney/Quick. To Table Resolution 5945. 35 <br /> 36 <br /> Ayes – 3 Nays – 2(Marty/Linke) Motion carried. 37 <br /> 38 <br /> F. Discuss Options for Filling the City Administrator Vacancy. 39 <br /> 40 <br />Interim City Administrator Ericson indicated Staff did some research at Council direction into what 41 <br />other cities could do to assist the City with filling the City Administrator vacancy.
