2401 County Highway 10 <br />Mounds View, MN 55112 <br />Ramsey County <br />Quarterly Report Oct. 2002- Jan. 2003 <br />Page 6 <br /> <br /> <br /> <br />Radio System <br /> <br />The current radio utilizes Mobile Digital Terminals, which are no longer manufactured. The <br />radio system eventually will be changed when Ramsey County changes to an 800-mega <br />hertz system. No definite timetable has been established for this change. We will continue to <br />monitor the development and status of the planning for the new system. The new radio <br />system will integrate with in squad mobile data computers with RMS systems. This will <br />require new radio equipment and mobile data in squad computers. Mobile data computers <br />were considered for the 2003 budget, but ultimately not approved. Supplying mobile data <br />computers will continue to be a priority for future planning. <br /> <br /> <br />Other Information <br /> <br />• Timothy Yepma was sentences to 9 years in prison for committing several counts of <br />attempted criminal sexual conduct and burglary. The 4 offenses in Mounds View were <br />committed from the fall of 2001 through spring of 2002. <br />• Shane Merchant was arrested on for felony driving while intoxicated. This was the <br />second such arrest for felony DWI in the city since the new law became effective in <br />2002. <br />• Officers Kirk Leitch and Darrell Meyer were given a letter of commendation for saving <br />the life of a young man who had collapsed while working at the Mermaid. Officer <br />Leitch was doing a walk through of the Mermaid and was alerted to a 22-year-old male <br />who had collapsed. The male quickly deteriorated into a full cardiac arrest. Officer <br />Leitch assisted by Officer Meyer attached a defibrillator and performed CPR on the <br />male until he was taken to a hospital by paramedics. Information from the defibrillator <br />was later downloaded and used to diagnose and repair a heart condition the male <br />apparently had since birth. The male has now made a full recovery. Thanks to the <br />quick thinking and rapid response of the officers the life of this young man was saved. <br />• Michael Sommer was appointed Chief of Police on January 12, 2003. <br /> <br /> <br />Respectfully submitted, <br /> <br />Mike Sommer <br />Chief of Police
