Resolution 5945 Eliminating the Human Resources Committee. 5 6 Interim City Administrator Ericson indicated Staff received direction to draft a Resolution 7 eliminating the Human Resources Committee as it no longer serves a purpose. 8 9 MOTION/SECOND: Gunn/Marty. To Waive the Reading and Approve Resolution 5945, a 10 Resolution Eliminating the Human Resources Committee. 11 12 Council Member Stigney indicated this is another one he feels strongly about as he thinks it does 13 serve a purpose very well and he thinks throwing it out without knowing what it deals with and 14 the situations handled by the Committee is wrong. He then commented that this Committee 15 deals with employee issues on things that are not documented in the personnel policy. He further 16 commented that it gives department heads and employees the opportunity to bring issues up for 17 discussion without having to go on camera to discuss them. 18 19 Council Member Marty indicated he was not aware of what this Committee was doing and what 20 was dealt with. He further commented that he feels that as far as hiring and firing that should be 21 before full Council and he was totally in the dark because with two Council Members on the 22 Committee neither one the Council Members could talk to another Council Member or it would 23 be a violation of the open meeting law. He then said it may be justified in certain circumstances 24 but he felt he was in the dark as to what was discussed. 25 26 Council Member Stigney indicated the City Administrator could be directed to bring that 27 information to Council in the form of an update to keep Council informed. 28 29 Mayor Linke indicated the personnel policy has a very strict process for handling personnel 30 problems and asked whether that policy was corrected to interject this Committee. 31 32 Interim City Administrator Ericson indicated that Public Works Director Lee had said that the 33 personnel policy was not amended to add the Committee. 34 35 Mayor Linke commented that use of the Committee is in violation of the personnel policy as 36 there are certain steps to be taken. 37 38 City Attorney Riggs indicated he did not think that there is an overlap as the Committee was 39 dealing more with issues of initial review of policy and how to change certain job descriptions 40 and not things that are specifically covered under the personnel policy. 41 42 Mayor Linke asked whether the Committee dealt with specific employees. 43 44
