Item No. 6E <br />Type of Business: SB <br />WK: Work Session; PH: Public Hearing; <br />SB: Special Order of Business CA: Consent Agenda; CB: Council Business City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Greg Lee, Director of Public Works <br /> <br />Item Title/Subject: Resolution No. 5988 Hiring Marla Manypenny as a <br />Storm Sewer / Surface Water Maintenance Employee <br />Meeting Date: April 14, 2003 <br /> <br />On January 18, 2003, City Council approved Resolution No. 5930 that authorized <br />the Public Works Department to advertise for two currently vacant full-time <br />positions: one in the Sanitary Sewer Division and one in Storm Water / Surface <br />Water Division. Acting on this direction from City Council, Staff proceeded by <br />advertising for these two positions in the city’s official newspaper, the New <br />Brighton-Mounds View Bulletin, and the Star Tribune. <br /> <br />The City received a total of forty-five (45) applications for the two positions. The <br />applications were pointed and interviews were scheduled with fourteen <br />applicants. The interview committee consisted of the Public Works Director, the <br />Public Works Foreman, and the Public Works Administrative Assistant. First <br />round interviews were held the week of March 10th. The field of candidates was <br />then narrowed to four applicants, two for each open position. Second round <br />interviews, which included a tour of Public Works building and a casual meeting <br />with all members of the Public Works Department were held the week of March <br />24th. <br /> <br />Ms. Marla Manypenny was unanimously selected as the best candidate for the <br />Storm Sewer / Surface Water Position. Ms. Manypenny was employed by the <br />City of Saint Paul Public Works Department for over eight years where she held <br />the title of Traffic Maintenance Worker / Water Aide. Working for Saint Paul, Ms. <br />Manypenny was a machinist and performed duties such as roadway marking and <br />application, and building and equipment repair and maintenance. Ms. <br />Manypenny also has experience operating a dump truck for snow removal <br />operations. Ms. Manypenny holds a valid commercial drivers license (CDL) with <br />tanker and hazardous materials endorsements. Ms. Manypenny also possesses <br />in-depth computer skills necessary to the Strom Sewer / Surface Water Position. <br /> <br />In addition, Ms. Manypenny has worked for Life Link III as a national and state <br />registered Emergency Medical Technician (EMT). Ms. Manypenny is currently <br />employed by Lake Owasso Residence where she is a resident counselor <br />providing care and treatment for the residents in the care facility. <br />
