Item No: 6G
Meeting Date: April 14, 2003
Type of Business: Special
City of Mounds View Staff Report
To: Honorable Mayor and City Council
From: James Ericson, Acting City Administrator
Item Title/Subject: Consideration of Resolution 5982, a Resolution
Authorizing Distribution of Service Appreciation
Certificates to Employees having Achieved a Five-Year
Employment Milestone as of October 8, 2001.
Introduction:

I brought this issue to the Council’s attention during my report to the Council on March 24,
2004. To summarize the situation, the City Council in October of 2001 adopted a resolution
that among other things created a mechanism by which employees would be appreciated
and awarded for achieving certain levels of service to the City.

Discussion:

One of the clauses in Resolution 5617 indicates that the City will provide to employees “gift
certificates in the amount of $5 per year of service at five-year increments.” Since the
adoption of Resolution 5617 one and a half years ago, no employee has received five-year
service award certificates.

Based on the discussion and direction of the Council at the worksession April 7, 2003, I put
together a list of employees who would have been eligible for service appreciation
certificates from October 8, 2001 to date. I did NOT include those employees who had
achieved a five-year employment milestone in 2001 prior to October 8, which would have
added another six employees and 35 years of cumulative service to the list. The list,
presented in attached Resolution 5982, recognizes the achievements of 14 employees who
together have 200 cumulative years of service with the City of Mounds View, with Bill Hanggi
leading the list with 30 years as of April 15th.

Recommendation:

While the Council suggested that employees select among certificates issued from Mounds
View businesses, I would recommend against imposing this as a requirement since there are
few major restaurants and retailers in the City and because there were no provisions in the
original resolution stipulating as much.

_____________________________________
James Ericson
Interim City Clerk/Administrator

Attachments:
1.
