Mounds View City Council February 24, 2003 <br />Regular Meeting Page 13 <br /> <br />the new information that it does not violate anything in the contract and the fact that it is a benefit 1 <br />to the employees he would like to see it approved. 2 <br /> 3 <br />Council Member Marty asked whether this states that after borrowing up to 30 hours then 4 <br />employees can donate sick leave. 5 <br /> 6 <br />Mayor Linke indicated that as he reads it employees are allowed to borrow but it does not state 7 <br />from where and, it is scary to borrow for the future but not if it is time banked by another 8 <br />employee. 9 <br /> 10 <br />Council Member Marty commented that the former City Administrator used to tell Council that 11 <br />the better employees are treated the better the labor negotiations go and he sees this as a good 12 <br />will gesture on behalf of the City. 13 <br /> 14 <br />Council Member Stigney indicated that Council has no idea what the administration oversight 15 <br />and costs would be and how it might be misconstrued. He then said that at the last meeting two 16 <br />people expressed concerns one was Mr. Jahnke and the other was the Labor Relations 17 <br />Consultant. 18 <br /> 19 <br />Council Member Stigney commented that he does not feel it is appropriate to take this off the 20 <br />table at this point in the meeting as the proper time to do so would have been during the approval 21 <br />of the agenda. 22 <br /> 23 <br />Council Member Marty indicated he would like to refer this to the work session to allow for 24 <br />finance input into Staff time to administer and obtain the other view points as Council Member 25 <br />Quick is not at the meeting. 26 <br /> 27 <br />Mayor Linke apologized for not adding it to the agenda and said he simply forgot. 28 <br /> 29 <br />MOTION/SECOND: Linke/Marty. To Table to the Next Work Session. 30 <br /> 31 <br />Council Member Stigney indicated that the tabling motion is out of order to a time certain and 32 <br />suggested that, per Roberts Rules of Order, it requires postponement to a time certain. 33 <br /> 34 <br />City Attorney Riggs indicated that both parties were partially correct concerning tabling motions 35 <br />and postponements. 36 <br /> 37 <br />Council Member Stigney indicated this should not be tabled anywhere and that the purpose of a 38 <br />tabling motion is to interrupt something that is going to take place to put something more 39 <br />important to it and table it to later in the meeting. He then said that tabling does not allow for 40 <br />discussion and he feels that Labor Relations should be consulted. 41 <br /> 42 <br /> Ayes – 4 Nays – 0 Motion carried. 43 <br /> 44
