Mounds View City Council March 24, 2003
Regular Meeting Page 6

The Motioner and Seconder agreed to the friendly amendment. 1
2
Ayes – 4 Nays – 0 Motion carried. 3
4
B. Public Hearing, Introduction and First Reading of Ordinance Consideration 5
of Resolution 721-03, a Resolution Recommending Approval of a Zoning 6
Code Text Amendment to Chapter 1111 Relating to the R-O Zoning District -7
- Planning Case TX03-001 Permitted 8
9
Mayor Linke opened the public hearing at 7:35 p.m. 10
11
Interim City Administrator Ericson explained that the property owner submitted a request to 12
amend the City’s Code as the property owner runs a business and home on the property and the 13
regulations pertaining to the garage carry over from the residential zoning code back to R1 14
zoning. He then said that Mr. Johnson feels that the requirements that tie his garage use to that 15
of a residential garage are overly restrictive in the sense that the zoning district is intended for a 16
mixed use of the property. 17
18
Interim City Administrator Ericson indicated the Ordinance attached would add automotive 19
accessory installation operations as a permitted use and then any expansion would go through the 20
development review process and would be treated as a commercial business. 21
22
Council Member Marty pointed out that this is in compliance with the comprehensive plan. 23
24
MOTION/SECOND: Marty/Stigney. To Waive the Reading, Introduce the First Reading and 25
Approve Ordinance 710, an Ordinance Recommending Approval of a Zoning Code Text 26
Amendment to Chapter 1111. 27
28
Ayes – 4 Nays – 0 Motion carried. 29
30
Mayor Linke closed the public hearing at 7:38 p.m. 31
32
C. Public Hearing and Consideration of a Recommendation to Post the East 33
Side of Greenfield Avenue as “No Parking” 350 Feet from the Corner of 34
County Road I and Greenfield Avenue 35
36
Mayor Linke opened the public hearing at 7:38 p.m. 37
38
Interim City Administrator Ericson indicated that in 2000 a variance was approved to allow for 39
increased setbacks and reduced parking for the building. He then said that the Planning 40
Commission allowed less parking because it was assured by the developer that the building 41
would not require the number of spots recommended by the City’s Code but the building has 42
been sold and the new tenant regularly overflows the parking onto the City streets. 43
44
