Mounds View City Council April 14, 2003 <br />Regular Meeting Page 2 <br /> <br />determine whether a replacement is warranted and will hire beginning with the City 1 <br />Administrator’s position. 2 <br /> 3 <br />Mr. Jahnke indicated he also has an issue with the amount of money the Community Center is 4 <br />costing the City and asked if anyone is looking into other options for recreation. 5 <br /> 6 <br />Mayor Linke explained that Council started looking into other options including eliminating the 7 <br />YMCA and running a parks and recreation program with City employees. 8 <br /> 9 <br />Mr. Jahnke commented that city government is like a family that just keeps growing and growing 10 <br />and he would caution the City to carefully evaluate whether it would actually be cheaper for the 11 <br />City to run the program itself. 12 <br /> 13 <br />Mayor Linke indicated Council would be researching and reviewing the options before making a 14 <br />decision. 15 <br /> 16 <br />Council Member Marty clarified that the money Ms. Haake was referring to comes from the 17 <br />franchise fee and Council was talking about using those funds elsewhere but it was determined 18 <br />that it is not possible to do so. 19 <br /> 20 <br />Council Member Quick asked the City Attorney for an interpretation as to whether the franchise 21 <br />fee could be used for other City purposes. 22 <br /> 23 <br />City Attorney Riggs agreed to look into the matter. 24 <br /> 25 <br />Doris ________ of 3034 Ardmore Avenue commented that she is concerned with raises given to 26 <br />City employees because at the last meeting someone got a $2.00 per hour increase and that does 27 <br />not happen in the private sector. She then commented that bonuses are gone as are raises and the 28 <br />City needs to look at the state of the economy and budget constraints when it comes to salary 29 <br />increases. 30 <br /> 31 <br />Duane McCarty of 8060 Long Lake Road indicated he was before Council to seek clarification of 32 <br />a matter privately and not as a member of the Police Civil Service Commission. He then 33 <br />indicated that it has been the opinion of the City Attorney as well as Attorney General opinion 34 <br />that Police Civil Service Commission law prevails over the Charter and the clarification he 35 <br />would like to make and request is on the appointments of the clerk typist and administrative 36 <br />assistant in the police department. 37 <br /> 38 <br />Mr. McCarty indicated the two individuals were internal candidates and the Commission made 39 <br />an internal promotion. Everyone can apply but the Commission could not see where sworn 40 <br />officers or supervisory staff would be interested in the administrative positions. 41 <br /> 42 <br />Mr. McCarty indicated that from his point of view the Police Civil Service Commission acted 43 <br />appropriately and the internal promotions once done by the Commission are a done deal under 44
