Mounds View City Council April 14, 2003 <br />Regular Meeting Page 6 <br /> <br /> 1 <br />MOTION/SECOND: Quick/Marty. To Waive the Reading and Approve Resolution 5987, a 2 <br />Resolution Authorizing the Hiring of Jeffrey Hayes as a Sanitary Sewer Maintenance Employee. 3 <br /> 4 <br />Council Member Stigney commented that the City is at least two weeks away from knowing 5 <br />what the legislature is doing with LGA and he feels it is premature to be hiring an employee that 6 <br />the City may not be able to afford. 7 <br /> 8 <br />MOTION/SECOND: Stigney. To Table Resolution 5987 Until Such Time as it is Clear what 9 <br />the Legislature Will do with LGA. 10 <br /> 11 <br />The Motion failed for lack of a second. 12 <br /> 13 <br />Council Member Marty indicated this position was discussed at the work session and the position 14 <br />is necessary due to mandates the City has received and the extra work that those mandates will 15 <br />create. 16 <br /> 17 <br />Public Works Director Lee indicated that this item was discussed at the work session on March 18 <br />17 and it was noted that the salary for this position is funded out of the enterprise fund not the 19 <br />general fund. 20 <br /> 21 <br />Council Member Quick asked whether the City gets any money for the mandates and who gives 22 <br />those mandates. 23 <br /> 24 <br />Public Works Director Lee said the City does not get money for the mandates and they come 25 <br />from state and federal agencies. 26 <br /> 27 <br /> Ayes – 4 Nays – 1(Stigney) Motion carried. 28 <br /> 29 <br /> E. Resolution No. 5988, Authorizing the Hiring of Marla Manypenny as a 30 <br />Storm Sewer/Surface Water Maintenance Employee. 31 <br /> 32 <br />Public Works Director Lee reviewed Ms. Manypenny’s qualifications for Council and 33 <br />recommended approval. 34 <br /> 35 <br />MOTION/SECOND: Quick/Marty. To Waive the Reading and Approve Resolution 5988, a 36 <br />Resolution Authorizing the Hiring of Marla Manypenny as a Storm Sewer/Surface Water 37 <br />Maintenance Employee. 38 <br /> 39 <br />Council Member Stigney indicated that he feels this hiring should wait in light of the potential 40 <br />LGA cuts. 41 <br /> 42 <br />MOTION/SECOND: Stigney. To Table Approval of Resolution 5988 Until Such Time as the 43 <br />City Knows the Effects of Cuts to LGA. 44 <br /> 45
