Mounds View City Council April 14, 2003 <br />Regular Meeting Page 7 <br /> <br />The Motion failed for lack of a second. 1 <br /> 2 <br />Council Member Marty clarified that these positions are already budgeted for and are not newly 3 <br />created positions. 4 <br /> 5 <br />Public Works Director Lee indicated the positions have been in the budget since 1993 and are 6 <br />paid for out of the enterprise fund. 7 <br /> 8 <br />Council Member Marty indicated that Mr. Hayes is also a qualified fireman so hiring him would 9 <br />ensure another full time fireman on duty during the day. He then said that Ms. Manypenny is a 10 <br />state registered EMT and he sees that as an asset to the City. 11 <br /> 12 <br />Council Member Stigney commented that he understood where the money comes from and that 13 <br />is fees and those fees come from the same taxpayers’ pockets. He then said that regardless of 14 <br />whether these positions are in the budget the money might not be there. 15 <br /> 16 <br />Council Member Quick asked if the funds could be commingled into the general fund. 17 <br /> 18 <br />Public Works Director Lee indicated they could not. 19 <br /> 20 <br />Mr. McCarty asked how Council Member Stigney intended to soften the impact of LGA cuts by 21 <br />using enterprise funds. 22 <br /> 23 <br />Council Member Stigney indicated it is his position that the City does not know the impact of 24 <br />LGA cuts and he would prefer to hold off on hiring until such time as the City does know what to 25 <br />expect. He then said it may be necessary to redistribute the required work over the existing staff 26 <br />rather than hire for the position if there is not money to fund it. 27 <br /> 28 <br />Mr. McCarty commented that Council Member Stigney does not understand the system. 29 <br /> 30 <br />Finance Director Hansen explained that the City set up enterprise funds for the water and sewer 31 <br />and those are funded by fees that the City bills out on a quarterly basis and those are separate 32 <br />from LGA and property tax. 33 <br /> 34 <br />Mayor Linke commented that the loss of LGA does not affect this fund. 35 <br /> 36 <br />Finance Director Hansen indicated that LGA cuts would not directly affect the fund. He then 37 <br />added that there was a reallocation of Staff last fall to fund a full time person out of the storm 38 <br />water enterprise fund due to the mandates for 2003. 39 <br /> 40 <br />Ayes – 4 Nays – 1(Stigney) Motion carried. 41 <br /> 42 <br /> F. Resolution No. 5977, Authorizing Additional Compensation for 43 <br />Administrative Assistant Desaree Crane for Working Outside of Job 44 <br />Classification. 45
