Mounds View City Council April 14, 2003 <br />Regular Meeting Page 12 <br /> <br /> 1 <br /> Ayes – 5 Nays – 0 Motion carried. 2 <br /> 3 <br />Council Member Marty indicated that Mounds View was recently re-certified as a Tree City 4 <br />USA. 5 <br /> 6 <br />Interim City Administrator Ericson indicated the City has been a Tree City USA for 20 plus years 7 <br />and that coincides with the first year the City began partnering with New Brighton for joint 8 <br />forestry services. 9 <br /> 10 <br />Council Member Gunn read Resolution 5922. 11 <br /> 12 <br />MOTION/SECOND: Marty/Stigney. To Waive the Reading and Approve Resolution 5992, a 13 <br />Resolution Proclaiming April 24, 2003 Arbor Day. 14 <br /> 15 <br />Ayes – 5 Nays – 0 Motion carried. 16 <br /> 17 <br />Council Member Marty indicated he wanted to point out that they have been coming up with new 18 <br />TIF authorizations to increase the deadlines in TIF districts for some cities due to tax 19 <br />compression but this City is in good enough shape that it will not have to extend deadlines. 20 <br /> 21 <br />Finance Director Hansen indicated that if the extension passes it will not affect Mounds View but 22 <br />the City is at a point where it is time to make some decisions as to where to go with TIF districts. 23 <br /> 24 <br />MOTION/SECOND: Marty/Gunn. To Waive the Reading and Approve Resolution 5996, a 25 <br />Resolution Rescinding Resolution 5968 and Re-Authorizing Inter-fund Loans for the Year 2002 26 <br />and Setting an Interest Rate on Loans. 27 <br /> 28 <br />Council Member Stigney indicated that this would extend the golf course money from the special 29 <br />projects, vehicle equipment and water funds in an amount a little over $1,000,000 for the year 30 <br />2003. 31 <br /> 32 <br />Ayes – 5 Nays – 0 Motion carried. 33 <br /> 34 <br />9. COUNCIL BUSINESS 35 <br /> 36 <br />A. Presentation by John Connelly, Executive Director of Minneapolis Metro 37 <br />North Convention & Visitors Bureau. 38 <br /> 39 <br />John Connelly addressed the Council and provided a status report. 40 <br /> 41 <br />Mr. Connelly indicated that they are structured to promote tourism within the nine cities and are 42 <br />partnered with the Twin Cities North Metro. 43 <br /> 44
