Item No: 8G <br />Meeting Date: April 28, 2003 <br />Type of Business: Consent Agenda <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Charles Hansen, Finance Director <br />Item Title/Subject: Resolution 6006 Authorizing Additional Compensation <br />for Payroll/Utility Billing Technician Debbie Jasper for <br />Working Outside of Job Classification <br /> <br />Since the vacancies in the positions of the City Administrator and the Assistant City <br />Administrator, other employees have needed to step in and assume certain essential duties. <br /> <br />Several critical human resource duties have been picked up by the Payroll/Utility Billing <br />Technician, Debbie Jasper. These were considered important enough so that they were <br />assigned to the Assistant City Administrator in the past. Since there is a connection between <br />payroll and human resources, the Payroll Technician was asked to temporarily take over <br />these duties. <br /> <br />Some of these have legal requirements stemming from federal or state laws. Others are <br />contractual issues dictated by the insurance companies the City does business with. All of <br />them are required to be processed in a timely manner. <br /> <br />The duties taken over by the payroll/utility billing technician are as follows: <br />• Processing enrollment of new hires for health, life, and dental insurance. <br />• Processing changes in health, life, and dental insurance for existing employees. <br />• Research federal and state websites for income tax forms & requirements for new full- <br />time and seasonal employees. <br />• Researching PERA for eligibility of seasonal employees and obtained forms & <br />requirements for new full-time and eligible seasonal employees. <br />• Work with unions to determine which new employees are required to be union <br />members and provide information for their enrollment. <br />• Reporting new hires to the Minnesota Department of Human Services <br />• Send worker compensation first report of injury to the League of MN Cities Insurance <br />Trust (LMCIT) <br />• Work with LMCIT on workers compensation on lost time cases to get proper credit to <br />employee sick time banks for time paid by LMCIT. <br /> <br />The Personnel Manual and Resolution 5626 provide for additional compensation to be paid <br />to employees performing higher classification duties, so long as the duration of the work <br />exceeds two months and that the employee is assuming 75% or more of the higher <br />classification duties. <br />
