Ms. Jasper had been performing these duties since the first of the year. She will need to <br />continue until a decision is made regarding how to structure the duties of the position <br />replacing the Assistant City Administrator and that person is hired. If the decision is to leave <br />these duties with the Payroll/Utility Billing Technician, then the job description should be <br />changed and the job re-pointed. <br /> <br />The duties taken over by Ms. Jasper do not represent 75% of the higher classification duties <br />as called for by the policy. However, due to the legal, contractual, and time critical nature of <br />the duties, I feel they represent additional responsibilities that justify additional pay. <br /> <br />I recommend that Ms. Jasper be compensated by an additional 5% per the policy <br />established in Resolution 5626 and that such additional compensation be retroactive to April <br />1, 2003 and continue until the new City Administrator has had an opportunity to assess the <br />personnel needs of the administration department and how to fulfill these duties. <br /> <br /> <br />_________________________ <br />Charles Hansen <br />Finance Director
