5 <br /> <br />Public Works will be working with the Finance Department to address these aspects of the <br />project. However, there may be items that require the Council’s direction (i.e. What interest rate to <br />charge? Should the City offer a senior deferral option? If so, what will it be? etc. These may be <br />policy questions that Staff will need to bring before the Council for review, discussion, and <br />approval. <br /> <br /> <br />CITY HALL REHABILITATION PROJECT <br />On January 27, 2003, the City Council approved Resolution No. 5935 authorizing the preparation <br />of a Preliminary Feasibility Report for this project. The report will consist of two main components: <br />Space Needs Assessment and Physical Needs Assessment. <br /> <br />Staff met with representatives of the City’s engineering firm of Short, Elliott, Hendrickson, Inc. <br />(SEH) to discuss the space needs on March 20,2003. A physical needs assessment was <br />performed on Thursday, April 24, 2003. <br /> <br />Upon completion of a draft report, Staff will bring this issue to the Council for discussion of the <br />results and action the City Council may wish to take. <br /> <br /> <br />COUNTY ROAD H PATHWAY – FROM EDGEWOOD DRIVE TO THE WEST CITY LIMITS <br />On January 27, 2003, the City Council approved Resolution No. 5936 authorizing the preparation <br />of a Preliminary Feasibility Report for this project. The report has been completed and will be <br />submitted to the City Council at the May 5th Council Work Session. <br /> <br />The right-of-way along this segment of County Road H is limited and the boulevard is littered with <br />obstructions. For this reason, on October 7, 2002, Staff presented to the Council three pathway <br />cross sections that were considered: <br />Scenario 1 – Five (5) foot concrete walkway <br />Scenario 2 – Six and one-half (6 ½) foot concrete walkway <br />Scenario 3 – Eight (8) foot bituminous pathway <br /> <br />Should the Council wish to proceed with this project, Staff will conduct a neighborhood meeting in <br />an effort to solicit public input. This data would then be presented to the City Council. Issues such <br />as where the project should terminate, the width, type of material to be used, and properties to be <br />assessed, if any, for this project can be determined by Council prior to or following the <br />neighborhood meeting. Once the feasibility report and plans and specifications have been <br />approved, the next step is to order the project. <br /> <br /> <br />PATHWAY PROJECT – ADDITIONAL SEGMENTS FOR CONSIDERATION <br />The City’s Pathway Plan was discussed at the February 3, 2003 City Council Work Session. In <br />addition to the pathway along County Road H from Edgewood Drive to the west City limits, the <br />City Council identified four pathway segments they would consider to be a priority. These were: <br /> <br />• Along the north side of County Road H2 - from County Road 10 to Program Avenue. <br />• Along the east side of Edgewood Drive - from County Road H2 to Edgewood Middle <br />School. <br />• Along the north side of County Road 10 - adjacent to the wetland area located just <br />southeast of Walgreen’s store. <br />• Along the south side of County Road 10 – from Woodale Drive to the south connecting <br />into the existing trail. <br /> <br />Staff met with representatives of the City’s engineering firm of Short, Elliott, Hendrickson, Inc. <br />(SEH) and requested that they submit a supplemental letter of agreement to perform a
