6
preliminary survey, data collection, feasibility report, and preliminary design and plan preparation.
This will be presented to the City Council for their consideration at a future meeting.

EDGEWOOD JR. HIGH REGIONAL POND
On January 27, 2003, City Council approved Resolution No. 5934 accepting the project and
approving final payment.

The original contract amount was $414,230.05. The final contract cost was $375,459.64 and the
final payment amount was $18,772.98.

The DTED Grant that was originally set at $333,333.00 has funded the majority of this project. At
this time, this grant fund has been fully utilized – “zeroed out”. However, the City has entered into
a cost share agreement with the Rice Creek Watershed District to provide additional funds for this
project. This agreement requires that the Rice Creek Watershed District contribute 37.5% of the
project cost up to a maximum of $49,000.00. The remaining amount will be reimbursed to the City
by the Watershed District. Staff is working with the Watershed District to collect the reimbursable
funds.

WATER TOWER REHABILITATION
The City hired an engineering firm to perform an evaluation of the City’s water tower and provide
a report regarding its condition. This report indicated that the water tower was in generally good
condition. However, some maintenance items were recommended. These included: interior
structural changes, interior wet coating (partial replacement as recommended, including surface
preparation and coating application), interior dry coating (spot surface preparation, as
recommended, and paint application), and exterior coating system (complete power wash spot
surface preparation, as prescribed, and touch-up paint application).

On March 10, 2003 Staff presented a supplemental letter of agreement from the engineering firm
of Short, Elliot, Hendrickson Inc. (SEH) to provide contract and inspection services. The City
Council expressed displeasure with the cost-estimating work performed by SEH and introducing a
supplemental of a letter of agreement at this point in the project’s time schedule. Council directed
Staff to meet with representatives of SEH to discuss this matter. SEH has drafted a letter
discussing these issues and will be submitting it to Staff for distribution to the City Council. The
actual work on the tower is scheduled for October of this year.

WELL NUMBER 4 REHABILITATION
Well Number 4 has been out of service since 1992, due to water quality issues. It is located at the
southeast corner of Edgewood Drive and Hillview Road. The cost and issues of making it
operational are being studied by the engineering firm of Short, Elliot, Hendrickson Inc. (SEH). A
water quality analysis of the water contained within the aquifer from which Well Number 4 pumps
was performed. The tests indicated, that most contaminants can be effectively treated at
Treatment plant No. 1.

Staff will be meeting with representatives of SEH the week of May 5th to discuss any remaining
issues. The feasibility report will be submitted by mid May.
