He further commented that 1 the Police Chief’s position remained open for all of 2002. 2 3 Council Member Marty asked whether it would be prudent to begin making a quarterly 4 contribution, rather than yearly, to the Community Center to avoid deficit amounts. 5 6 Finance Director Hansen indicated it was possible but said that Council approves transfers and he 7 usually brings them at year-end for approval. 8 9 MOTION/SECOND: Marty/Gunn. To Direct the Finance Director to Make Quarterly 10 Installments to the Community Center and Bring the Transfers to Council for Approval at Year 11 End. 12 13 Mayor Linke indicated he would like to discuss the matter at a work session. 14 15 The Motion and Second were withdrawn. 16 17 Mayor Linke noted that the school system is leaving the Community Center and asked whether 18 there had been any other talks with the County on the use of that space. 19 20 Interim City Administrator Ericson indicated he had spoken with the property manager for the 21 County and the Judge who was overseeing the district court system and they are not looking to 22 relocate the court facility at this time but may be looking to hold court in various locations on a 23 temporary basis. 24 25 Mayor Linke indicated he disapproved of moving to St. Paul as it is inconvenient for residents to 26 have to go down there and find a place to park. He then said that this battle was fought 15 years 27 ago and there were six locations and now there is one left that they want to move downtown. 28 29 Council Member Gunn asked for an explanation on the Real Life Cooperative. 30 31 Finance Director Hansen indicated that Ramsey County provides administrative services for the 32 City and the County bills the City for its time. He then noted that the Real Life Housing 33 Cooperative was counted as one parcel in 2002 and in 2003 the County is counting each unit as a 34 parcel increasing the fee from $370.00 to $1,160.00. He further commented that he is concerned 35 that the City will see more trickle down effects of cuts from other agencies as they are trying to 36 deal with their budget shortfalls. 37 38 Mayor Linke thanked the accounting Staff for the outstanding work they are doing for the City. 39 40 E.
