Item No. 8C
Type of Business: CA
WK: Work Session; PH: Public Hearing;
CA: Consent Agenda; CB: Council Business City of Mounds View Staff Report
To: Honorable Mayor and City Council
From: Greg Lee, Director of Public Works

Item Title/Subject: Resolution No. 6008 Hiring Nicholas Fleischhacker
as a Sanitary Sewer Maintenance Employee
Meeting Date: May 12, 2003

Background
On January 18, 2003, City Council approved Resolution No. 5930 that authorized
the Public Works Department to advertise for two currently vacant full-time
positions: one in the Sanitary Sewer Division and one in Storm Water / Surface
Water Division. Acting on this direction from City Council, Staff proceeded by
advertising for these two positions in the City’s official newspaper, the New
Brighton-Mounds View Bulletin, and the Star Tribune.

The City received a total of forty-five (45) applications for the two positions. First-
round interviews were held the week of March 10th. The field of candidates was
then narrowed to four applicants. Second-round interviews, which included a tour
of Public Works building and a casual meeting with all members of the Public
Works Department, were held the week of March 24th.

On April 14, 2003, City Council Approved Resolution No. 5987 hiring Jeffery
Hayes as a Sanitary Sewer Maintenance Employee. Mr. Hayes originally
accepted the offer, but later declined it citing counter offers and satisfaction with
current employment.

Discussion
Considering the situation, Staff reviewed the credentials of the two remaining
candidates of the original four finalists for the positions. Staff was unable to
contact one of the candidates, thus leaving one remaining finalist, Nick
Fleischhacker. The interview committee consulted and agreed that Nick
Fleischhacker would meet and exceed all requirements of a Sanitary Sewer
Maintenance Employee.

Mr. Fleischhacker is currently employed as a Seasonal Employee for the City of
Mounds View, and has been employed by the City for the last four seasons – a
total of 3,261 hours. Mr. Fleischhacker already has Public Works experience and
