has demonstrated the ability to perform sanitary sewer cleaning, root removal,
vactor maintenance and operation, sewer condition diagnosis, sewer
reconstruction, sewer televising and diagnosis, and televising equipment
maintenance, repair, and operation. Mr. Fleischhacker also holds the all time
record for most feet of sewer cleaned in one day (10,000 feet).

Mr. Fleischhacker has proven to be a conscientious, hard working, and very
intelligent individual. Mr. Fleischhacker holds a valid commercial drivers license
(CDL). Mr. Fleischhacker also attends Anoka Hennipen Technical College/
Metropolitan State University, studying Applied Science with an emphasis in
flight.

The Public Works Department is confident that Mr. Fleischhacker would be an
asset to the City and is recommending that the Council hire him for the position
of Sanitary Sewer Maintenance Employee, contingent upon passing all pre-
employment tests (i.e. drug and alcohol test, criminal background check,
physical, etc. Mr. Fleischhacker, if hired, would be a member of the Public
Works Collective Bargaining Unit. As such, Mr. Fleischhacker would be subject to
the established job classification system with regard to the pay scale. Based on
the criteria set forth by the Labor Agreement with the Public Works Collective
Bargaining Unit, Mr. Fleischhacker would qualify for Level B pay scale, which is
currently established at $16.34 per hour. Progressing to Level C, then D in the
future, will be based on Mr. Fleischhacker’s ability to meet the criteria established
by the Labor Agreement for these levels. It should be noted that this rate is
based on the agreed amount for 2002. The Public Works Collective Bargaining
Unit is currently working with the City to update the Labor Agreement for 2003
and 2004.

As per the Public Works Labor Agreement, Mr. Fleischhacker would be subject to
a twelve month probationary period. All other personnel policies will apply per the
Public Works Labor Agreement and the City’s personnel manual.

Recommendation:
Staff recommends that the City Council approve Resolution No. 6008 hiring
Nicholas Fleischhacker as a Sanitary Sewer Maintenance Employee.

Respectfully Submitted,

Greg Lee, Director of Public Works
