<br />Item No: 08H <br />Meeting Date: May 12, 2003 <br />Type of Business: Consent <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: James Ericson, Acting City Administrator <br />Item Title/Subject: Discussion of Fire Services Contract Renewal <br /> <br />Introduction: <br /> <br />On April 28, 2003, the Council was presented with information regarding the Fire Protection <br />Services contract and that the contract was due to renew at the end of the year. (The Cities <br />of Blaine, Spring Lake Park and Mounds View are jointly served by the SBM Fire <br />department.) If the cities would like to renew the contract without amendment, a <br />memorandum of understanding would need to be executed by all parties. (Blaine and Spring <br />Lake Park have already signed this document.) If a City would like to cancel the contract or <br />renegotiate in any way, it must notify the other parties of its intent to do so no later than 6 <br />months prior to the contract renewal date, which is January 1, 2004. <br /> <br />Discussion: <br /> <br />At the April 28, 2003 meeting, there was some concern about the formula that is used to <br />charge the cities and whether the formula was equitable and in the City’s best interest. <br />Action on the item was tabled until May 12, 2003 to give the Fire Chief and opportunity to <br />respond to the Council’s concerns. Chief Zikmund appeared before the Council at your <br />worksession May 5, 2003 and discussed with the Council how the formula was established <br />and how the formula was not a part of the contract but rather a provision of the joint powers <br />agreement between the three cities that the fire department was not a party to. Satisfied <br />with the Fire Chief’s response, the Council directed that the item be placed on the May 12, <br />2003 agenda. <br /> <br />Recommendation: <br /> <br />Adopt Resolution 6007 authorizing the execution the Memorandum of Understanding <br />relating to the Fire Protection Services Contract. <br /> <br /> <br /> <br />_____________________________________ <br />James Ericson <br />Interim City Clerk/Administrator <br /> <br />Attachments: <br /> <br />1.
