Item No. 9D Type of Business: CB WK: Work Session; PH: Public Hearing; CA: Consent Agenda; CB: Council Business City of Mounds View Staff Report To: Honorable Mayor and City Council From: Tracy Juell, Administrative Assistant, Public Works Dept Item Title/Subject: Second Reading and Adoption of Ordinance No. 713, an Ordinance Amending Chapter 603 of the Mounds View City Code Pertaining to Garbage and Rubbish Requirements and Restrictions Meeting Date: May 12, 2003 Background On February 27, 2003, Staff met with Jennefer Klennert, Residential Marketing Manager with Waste Management to discuss the City’s recycling pick up requirements. Ms. Klennert explained that Waste Management is progressing to a “single-sort” residential recycling program that would be picked up bi-weekly instead of weekly, which is required by the City’s current ordinance. This program will allow the recyclers simply to put all recyclables into one container. The container is similar to a regular garbage receptacle (64 gallon) but is green in color with a yellow lid, and can be wheeled out to the curbside. Waste Management currently has 257 Mounds View customers; metro wide, Waste Management serves over 53,000 households via this method. Attached are two flyers from Waste Management. The advantages the resident will receive by “single-sort” recycling include: • The single sort cart holds 3 times the amount of a recycle bin. • The single sort lid keeps materials dry and protected from wind and animals. • The single sort cart can be rolled, rather than carried, to the street. The advantages the City will receive by “single-sort” recycling include: • Reduced neighborhood truck traffic, thereby reducing wear and tear on City streets. • Reduced fuel consumption.
