Discussion <br />Based on city council’s comments on April 28, 2003, Staff is proposing an alteration <br />of the existing ordinance 603.06, subdivision 2b, paragraphs 1 and 2 to the <br />following: <br /> <br />603.06 <br /> <br /> b. Additional Restrictions for Residential Haulers: In addition to the other <br />requirements of this Chapter, haulers servicing residences, mobile home <br />parks and multiple dwellings shall comply with the following: <br /> <br />(1) Curbside recycling collection will be made available to all <br />residential and multiple dwelling customers no later than July 1, <br />1990. Such service shall include weekly collection of all <br />recyclable materials on the same day as garbage and rubbish <br />collection for residences. A bi-weekly collection period for <br />recyclable material is permissible, provided the hauler <br />provides single –sort service and a collection container <br />equal to or larger than the provided garbage container. <br /> <br />(2) Collection of garbage and rubbish materials and recyclable <br />materials will be provided on a weekly basis, but not necessarily <br />on the same day, for multiple dwellings and mobile home parks. A <br />bi-weekly collection period for recyclable material is <br />permissible, provided the hauler provides single –sort <br />service and a collection container equal to or larger than the <br />provided garbage container. <br /> <br />These alterations will not restrict weekly pick up of recyclable materials for many <br />residents who may continue to separate their recyclables and use standard <br />recycling bin. <br /> <br />Recommendation: <br />Staff recommends that the City Council ordain an amendment to the Mounds <br />View City Code allowing recyclable materials to be collected on a bi-weekly basis <br />provided the hauler provides single –sort service and a collection container equal to <br />or larger than the provided garbage container. <br /> <br />Respectfully Submitted, <br /> <br /> <br />Tracy Juell, Public Works Administrative Assistant <br /> <br /> <br /> <br /> <br /> <br />
