LandCor Report <br />June 9, 2003 <br />Page 5 <br /> <br />6B. Garbage Enclosure <br /> <br />The site plan indicates that the garbage enclosure would be located at the rear of the <br />building. No details were provided regarding the enclosure’s construction, however the PUD <br />indicates that the enclosure shall be of the same construction as the building with solid, <br />opaque, latching gates. The developer confirms that this is their intent. Chain link is not an <br />acceptable gate material. The details should be added to the final plan set provided to staff <br />upon City Council approval. The attached resolution includes this provision. <br /> <br />7B. Landscaping <br /> <br />A Landscaping Plan has been submitted with the plan set and the City Forester has had an <br />opportunity to review them. On May 19, 2003, the Forester approved the landscape plans, <br />commenting that the developers are making a significant investment into the landscaping <br />which will help blend this addition into the surrounding heavily wooded natural areas. Snow <br />storage areas are noted on the landscape plan to ensure that plowed snow will not damage <br />plantings. <br /> <br />8B. Signage <br /> <br />No sign plan has been submitted for the site however staff has communicated the PUD <br />requirements to LandCor representatives. While not specifically addressed, no pylon sign <br />will be allowed, as the intent of the PUD is to establish a consistent design theme throughout <br />the development, using similar construction, color and materials. The Theater sign has a <br />masonry, monument styled base and the same would be required on this site. At a <br />minimum, the plans should indicate where on the site the monument sign is proposed to be <br />located <br /> <br />9B. Building Construction <br /> <br />The proposed retail / restaurant building would be a single story building with a 7,785 square- <br />foot footprint. The design is very appealing and the materials would match the proposed <br />office building. Most of the building would be brick; with brick columns and an EFIS roof <br />detail. Fabric awnings are shown adding more character to the building. The entryways <br />would have a tall arched design very similar to the Abbey Carpet building currently under <br />construction. The building is shown partitioned for three users with drive-up windows at <br />either end of the building. There is an outdoor patio / eating area adjacent to Tenant 3’s <br />space, however it appears as though Tenant 2 also has access to the patio area. The <br />building elevations are shown on plan sheet A100, however building heights are not <br />indicated. This information should be added to the final plan set provided to staff upon City <br />Council approval. The attached resolution includes this provision <br /> <br />Summary <br /> <br />The Planning Commission reviewed the proposed development plans and made suggested <br />some changes to ensure compliance and consistency with the Code and PUD. Upon final <br />review of the amended plans, the Commission adopted Resolution 728-03 which <br />recommended approval of the requested development review for Outparcels A and B of the <br />Anthony Properties / Theater Planned Unit development. <br />
