She then commented that the issue is there is not enough security 1 <br />as there are people that race by or do not stop. 2 <br /> 3 <br />Ms. Chelberg suggested that getting traffic to slow down is what is needed before a child is killed 4 <br />not a sidewalk. She further commented that adding the sidewalk shortens driveways and makes 5 <br />it more dangerous for children because all those vehicles have to back across the sidewalk. 6 <br /> 7 <br />Faye Galligher representing the School District indicated she wanted to remind Council that the 8 <br />reason the School District proposed a sidewalk on the north side is because the crossing guards 9 <br />have to remain within a certain distance of the school and they would like to educate children to 10 <br />stay on the north side because children cannot judge the speed of oncoming vehicles. She further 11 <br />commented that she feels it would be much safer to have the children cross with the patrols near 12 <br />the school and stay on the north side. 13 <br /> 14 <br />Ms. Galligher commented that the recommendation for the sidewalk had come out of numerous 15 <br />meetings with the safety task force. 16 <br /> 17 <br />Mayor Linke asked what the distance is that the guards have to stay within. 18 <br /> 19 <br />Ms. Galligher indicated that the patrol guards are through the Ramsey County Safety Foundation 20 <br />and need to have a supervisor in view of them so they need to remain on school property. 21 <br /> 22 <br />Council Member Gunn asked whether the school has attempted to get parents to volunteer to 23 <br />assist with crossing. 24 <br /> 25 <br />Ms. Galligher indicated that they have not been able to hire adult crossing guards and in today’s 26 <br />society there are not parent volunteers consistently available to help with crossing. 27 <br /> 28 <br />Council Member Marty asked that anyone intending to speak at the meeting sign their name and 29 <br />address in the public book. 30 <br /> 31 <br />Ms. Chelberg indicated that the parents that cannot afford to bus their children walk them to 32 <br />school in the morning and back in the afternoon. She then commented that she lives right there 33 <br />and could watch them. 34 <br /> 35 <br />Bill Ivory of 5115 Eastwood Road indicated his concern is that he sees the kids going to 36 <br />Edgewood and coming down Woodcrest and he cannot imagine anyone living on the north side 37 <br />walking up to get on the sidewalk and then walking back down to get to school. He then said he 38 <br />speaks against the sidewalk because it does not make sense to do it and it is a waste of money if 39 <br />it will not be used. He further commented that he would rather see the money spent on an extra 40 <br />officer to sit there and hand out tickets like ice cream to get the kids racing out of Irondale to 41 <br />slow down. 42 <br /> 43 <br />Kent Reed of 2833 County Road H indicated he was speaking on behalf of himself and his wife. 44 <br />He then reviewed the points he had made in his letter of June 2, 2003. 45
