Item No: 9A <br />Type of Business: CB <br />WK: Work Session; PH: Public Hearing; <br />CA: Consent Agenda; CB: Council Business <br /> <br /> <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br /> <br />From: Mike Sommer, Chief of Police <br /> <br />Item Title/Subject: Authorization to Advertise for the Community Service <br />Officer Vacancy in the Police Department <br /> <br />Background: <br /> <br />The position of Community Service Officer within the Police Department has been vacant <br />since May 12, 2003. At the March 17 work session a restructured Community Service <br />Officer (CSO) position was presented. The restructured CSO position would have no <br />benefits package associated with it, have a lower rate of pay, and be scheduled fewer <br />work hours then the previous Community Service Officer position. This would result in <br />significant savings from the funds already budgeted for the position in 2003, and the <br />savings would continue into the future as result of the lower pay rate for the position. <br />Reducing the rate of pay of the community service Officer to $10.41 an hour (with no <br />benefits) compared to the former community service Officer rate of $16.18 an hour, and <br />scheduling the community service Officer 3.5 hours per day instead of 4.0 hours will <br />result in a personnel savings of over $12,000 in pay and benefits per year due to <br />restructuring the position. A revised Community Service Officer job description was <br />submitted for review to the interim city administrator. The job description for the new <br />Senior Clerk Typist position was amended to include evidence technician duties <br />previously performed by the CSO. Duties of the restructured Community Service Officer <br />include: <br /> <br />• Pickup stray animals as required or as requested by citizen complaint. <br />• Assist officers with traffic control, traffic and radar surveys. <br />• Perform house-watch duties to help ensure the safety and security of property belonging <br />to residents out of the city for a period of time. <br />• Trap and relocate undomesticated animals. <br />• Assist in the maintenance of agency equipment and medical supplies. <br />• Transport equipment or personnel as requested. <br />• Answer administrative phones when needed. <br />• Recovery of stolen, lost or abandon property (i.e. bicycles) <br /> <br />On March 11, 2003 a meeting of the Mounds View Police Civil Service Commission was <br />held. At this meeting the police civil service commission unanimously passed a motion <br />authorizing Chief Sommer to seek council approval to advertise to hire the vacant CSO <br />position.
