Mounds View City Council July 28, 2003 <br />Regular Meeting Page 15 <br /> <br />Community Development Director Ericson indicated that at the last meeting the City Attorney 1 <br />had prepared a report in response to the Court ruling on the billboard issue. He then indicated 2 <br />that the City may not be zoning its own land properly and asked how Council wished to proceed. 3 <br /> 4 <br />Director Ericson indicated that Staff is looking for a recommendation as to whether Council 5 <br />wants to do something. 6 <br /> 7 <br />Mayor Linke indicated that the matter should be brought before the Planning Commission for 8 <br />discussion. 9 <br /> 10 <br />Council Member Quick asked if there was a time factor involved. 11 <br /> 12 <br />Director Ericson indicated that there was not but suggested that now that the City realizes there is 13 <br />an error the quicker that is corrected the better. 14 <br /> 15 <br />Council Member Quick indicated he would like to go on record as indicating that the Planning 16 <br />Commission can delegate this matter to Council for more timely action if there is a time 17 <br />constraint with their schedule. He further indicated that this is a matter of housekeeping and 18 <br />should not warrant great debate. 19 <br /> 20 <br />Director Ericson indicated the City received a letter from Paul Kirkwald at Ramsey County 21 <br />indicating that the City can opt out of the CDBG but could not form a group and target the 22 <br />CDBG funds but can make application to a state wide program and then would be in competition 23 <br />with hundreds of other cities. He then indicated that the Staff recommendation would be to 24 <br />remain in the CDBG but to work to bring the cities back into the decision making process. 25 <br /> 26 <br />Council Member Quick asked why a group of cities with a population of over 100,000 could not 27 <br />form its own group. 28 <br /> 29 <br />Director Ericson indicated that he was not sure why but he understands from HUD that it is not 30 <br />allowed. 31 <br /> 32 <br />Council Member Quick asked for something in writing to verify that. 33 <br /> 34 <br />There was consent to stay in the consortium. 35 <br /> 36 <br />Council Member Quick asked whether the City could postpone this for further information. 37 <br /> 38 <br />Director Ericson indicated that the issue had to be resolved tonight because the deadline is the 39 <br />beginning of August. 40 <br /> 41 <br />Council Member Quick asked that Staff research the matter for further discussion the next time 42 <br />this comes up for renewal. 43 <br /> 44
