Mounds View City Council July 28, 2003 <br />Regular Meeting Page 16 <br /> <br />Mayor Linke indicated that he had been part of the CDBG group that went through the decision 1 <br />making process before the process was changed and he would like to go back to how things used 2 <br />to be handled. 3 <br /> 4 <br />MOTION/SECOND: Quick/Marty. To Stay in the Consortium. 5 <br /> 6 <br /> Ayes – 5 Nays – 0 Motion carried. 7 <br /> 8 <br />Director Ericson indicated that the Planning Commission discussed the pawnshop ordinance as 9 <br />was requested but has asked that additional uses be left out of the discussion and have asked for 10 <br />further clarification from the City Attorney as to how small the overlay district can be because 11 <br />they felt that the proposed overlay districts were too large. 12 <br /> 13 <br />Director Ericson indicated that Staff is working with the City Attorney to provide answers to 14 <br />those questions for discussion at the next Planning Commission meeting. 15 <br /> 16 <br />Mayor Linke indicated the other issue is how small is too small for spot zoning. 17 <br /> 18 <br />Director Ericson indicated that this issue is before the Commission at the second meeting in 19 <br />August with a recommendation to Council in September. 20 <br /> 21 <br />City Attorney Vose had no report. 22 <br /> 23 <br />Council Member Marty asked whether the Visitors and Convention Bureau had provided the 24 <br />donation to the City for last year. 25 <br /> 26 <br />Council Member Gunn indicated that they received it. 27 <br /> 28 <br />Council Member Marty asked for clarification as to whether the money was to be used for 29 <br />promotion and advertising. 30 <br /> 31 <br />Council Member Gunn indicated that it was. 32 <br /> 33 <br />Council Member Marty asked when the City expects to receive the donation this year. 34 <br /> 35 <br />Director Ericson indicated that he was not sure but reminded Council that there was an issue of 36 <br />the Festival in the Park Committee receiving the donation and not the City and it was to be a City 37 <br />donation. 38 <br /> 39 <br />Council discussed the donation briefly and indicated that Council would discuss it further when 40 <br />the donation is received. 41 <br /> 42 <br />Council Member Marty asked whether people were joining in the parade with their pets as he had 43 <br />heard. 44 <br /> 45
