Item No. 9E <br />Type of Business: CB <br />WK: Work Session; PH: Public Hearing; <br />CA: Consent Agenda; CB: Council Business City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Greg Lee, Director of Public Works <br /> <br />Item Title/Subject: Resolution No. 6079 Authorization to Advertise for <br />the Public Works Maintenance Worker Position in <br />the Streets Division <br />Meeting Date: August 25, 2003 <br />Background: <br />On August 13, 2003 Gary Kardell, in the Streets Division of the Public Works <br />Department, submitted a letter of resignation. Mr. Kardell will be resigning as of <br />October 31, 2003. Mr. Kardell has been employed by the City for over 27 years <br />and states in his letter that he is retiring. <br /> <br />Discussion <br />Since 1992 the Streets Division has been comprised of three full-time individuals, <br />one of which was assigned to surface water management. However, since the <br />City did not have a storm sewer / surface water management program, this <br />individual has worked mainly with the Streets Division. Five seasonal employees, <br />working about three months in the summertime, provided an additional labor <br />resource. In 2003, with the implementation of new federal requirements of the <br />National Pollution Discharge Elimination System (NPDES Phase II), one full-time <br />Streets Division position was reassigned to duties exclusively related to storm <br />sewer / surface run-off. This left two full-time employees in the Streets Division. <br /> <br />With the resignation of Mr. Kardell, the Streets Division will consist of one full- <br />time person. This is not adequate to effectively operate the Streets Division and <br />maintain 43 miles of streets under City jurisdiction. In addition, Mr. Kardell is a <br />primary snow plow driver for the City. To maintain the level of service to the City, <br />finding and hiring a qualified individual to fill the impending vacant position in the <br />Streets Division is critical. <br /> <br />Recommendation: <br />It is recommended that the City Council adopt the attached resolution granting <br />authorization to advertise for the Public Works Maintenance Worker Position in <br />the Streets Division. <br /> <br />Respectfully Submitted, <br /> <br /> <br />Greg Lee, Director of Public Works Reviewed by City Administrator:___
