Item No. 8B
Type of Business: CA
WK: Work Session; PH: Public Hearing;
CA: Consent Agenda; CB: Council Business City of Mounds View Staff Report
To: Honorable Mayor and City Council
From: Greg Lee, Director of Public Works
Item Title/Subject: Resolution No. 6084 Approving the Contract Award for
corrective work on the HVAC System at the Community
Center
Meeting Date: September 8, 2003

Background:
There is a portion of the Community Center that the heating, ventilation, air-conditioning (HVAC)
system is not functioning as desired. There are several rooms in the current daycare portion of
the building that are affected: infant room, two toddler rooms, and a room for older children.

Discussion:
The design of the HVAC system is such that these former rooms were all at the end of an air
duct run. Thermostats ahead of these rooms are regulating the system. Moving the thermostats
to the end of the air duct run is not a viable option. This would then impact the rooms at the start
of the run, i.e. the first rooms would be too frigid.

To address the problem a quote was obtained from UHL Company. UHL has extensive
knowledge of the HVAC system at the Community Center. This is the company that has always
been called in to address any and all HVAC issues at the Community Center. The City is using
their computer controls, software, etc.

To address the problem, UHL Company recommends that three difussers be added to the
system. They also recommend that a VAV ((variable damper box)
Controlled by the computer system be added. Finally, they recommend adding one space
temperature sensor in the infant area to control the heating.

As stated, UHL Company has done all the service on this system. UHL also is the supplier for
the computer controls, operating software, etc. Staff estimates that the City would spend in
excess of the quoted repair cost of $4200 just to get another company up to speed on our
system.

The $4,200 would be derived from the Community Center’s budget.

Recommendation:
Staff recommends that the City Council approve a contract with the UHL Company in the
estimated amount of $4,200 for corrective work on the HVAC System at the Community Center.

Respectfully Submitted,

Greg Lee, Director of Public Works

Reviewed by City Administrator:___
