Item No. 8D <br />Type of Business: CA <br />WK: Work Session; PH: Public Hearing; <br />CA: Consent Agenda; CB: Council Business City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Greg Lee, Director of Public Works <br /> <br />Item Title/Subject: Resolution No. 6086 Authorization to install stop <br />signs at the Intersection of Woodale Drive and <br />Quincy Street <br />Meeting Date: September 8, 2003 <br />Background: <br />The City has received a request from the Safety Committee of Multi Tech <br />Systems Incorporated to convert the intersection of Woodale Drive and Quincy <br />Street into a four way stopped intersection. This intersection is currently a 2-way <br />stop, with stop signs on Quincy Street. <br /> <br /> <br />Discussion <br />Staff has reviewed the traffic operations and identified the intersection of <br />Woodale Drive and Quincy Street as an intersection at which additional traffic <br />control is desirable. Staff has reviewed the warrants for a four-way stop <br />intersection. The traffic volumes for a forth eight hour count are as follows: <br /> <br />Quincy Street south of Woodale Drive – 1951 vehicles <br />Quincy Street north of Woodale Drive – 1966 vehicles <br />Woodale Drive east of Quincy Street– 2137 vehicles <br />Woodale Drive west of Quincy Street– 3858 vehicles <br /> <br />Four-way stop intersections work best when there are two intersecting roadways <br />with nearly equally large volumes of traffic. Such is the case with Woodale Drive <br />and Quincy Street. There were numerous amounts of pedestrians observed; <br />however, no exact counts were taken. <br /> <br />Both Woodale Drive and Quincy Street are wide streets. A four-way stop <br />intersection will help avoid confusion and assign right-of-way. The sight distances <br />are limited.
