Background The City of Mounds View has contracted for security monitoring services with ADT Security Services, Inc., for The Bridges Golf Course. The three-year contract expires on September 21, 2003. The contract is a self-renewing annual agreement should no action be taken. Thirty-day notice of termination of service was submitted on August 21, 2003; as required according to the ADT service contract agreement. Discussion The equipment located in the clubhouse and maintenance facility is under a lease from ADT Security Services. A change from ADT requires the installation of different equipment. Proposals from ADT, Electro Watchman, Inc., and Minnesota Alarm Systems, LLC, are attached. The estimated replacement cost of the equipment is approximately $1400. ATD includes leased equipment in their proposal as part of the monitoring fee. Electro Watchman included equipment into the estimate. This equipment would become property of The Bridges after the five-year contract. Minnesota Alarm Systems, Inc., requires the purchase of the equipment and a three-year contract for service. Proposals from ADT Security Services, Inc., Minnesota Alarm Systems, LLC, and Electro Watchman, Inc. are attached. The ADT monitoring fee for the facility is $1471 annually. The consideration of ADT has been eliminated as an option as the equipment did not serve The Bridges when it failed on August 23, 2003 when needed. Minnesota Alarm Systems requires an upfront cost of $1444.05 for the purchase of the equipment. A three-year agreement is require. The monthly fee will be $92 per month or $1104 Annually. The cost for the contract for the period of five years will be $6964 given the unlikelihood that no increase occurs at the end of the three-year contract. Electro Watchman, Inc. includes the purchase of the equipment over the five-year agreement. All needed equipment will be installed at the Electro Watchman’s expense. The fee will be $109 per month or $1308 annually for the golf facility. The five-year total will be $6540. The five-year agreement in the security monitoring will guarantee no increase in the rate for a period of five years.
