Item No. 8F <br />Type of Business: CA <br />WK: Work Session; PH: Public Hearing; <br />CA: Consent Agenda; CB: Council Business City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Greg Lee, Director of Public Works <br /> <br />Item Title/Subject: Resolution No. 6093 Appointing Bruce Meehan to a <br />vacant position in the Streets Division of the Public <br />Works Department <br />Meeting Date: September 8, 2003 <br /> <br />Background: <br />On August 13, 2003 Gary Kardell, in the Streets Division of the Public Works <br />Department, submitted a letter of resignation. Mr. Kardell will be resigning as of <br />October 31, 2003. Mr. Kardell has been employed by the City for over 27 years <br />and states in his letter that he is retiring. <br /> <br />On August 25, 2003 the City Council approved Resolution No. 6079 granting <br />authorization to advertise for the Public Works Maintenance Worker Position in <br />the Streets Division. <br /> <br /> <br />Discussion <br />The Labor Agreement between the City of Mounds View and the Public Works <br />Collective Bargaining Unit requires that job vacancies shall be filled based on the <br />concept of promotion from within. It also requires that job vacancies be posted for <br />five (5) working days so that members of the bargaining unit can be considered <br />for such vacancies. <br /> <br />The following is Article 16 of the Labor Agreement: <br /> <br />ARTICLE 16. JOB POSTING. <br /> <br />16.1 The CITY agrees that permanent job vacancies within the department <br />shall be filled based on the concept of promotion from within provided that <br />applicants: <br /> <br />16.1.1 have the necessary qualifications to meet the standards of the job <br />vacancy; and <br /> <br />16.1.2 have the ability to perform the duties and responsibilities of the job <br /> vacancy. <br /> <br /> <br />Reviewed by City Administrator:___ <br />
